difference!About the RoleThe U.S. Postal Inspection Service (USPIS)
protects postal customers by safeguarding the nation's mail system
through the effective use prevention, mail screening, and
investigative programs. The National Center for Missing & Exploited
Children (NCMEC) Analyst will support the USPIS and NCMEC Child
Exploitation Programs. -What you will do: - NCMEC
Operations/Coordination
- Provide an "in-person" Inspection Service presence at NCMEC and
serve as the primary point of contact for Postal Inspectors
requesting NCMEC assistance. Manage the NCMEC PO Box, collecting
mail daily.
- Receive and track CE/CSAM submissions from law enforcement
agencies. Process the submissions, ensure compliance with NCMEC's
guidelines, and transfer them to NCMEC's CVIP for examination
Return original submissions to the requesting law enforcement
agency.
- Receive, review, disseminate, and track case status of child
exploitation CyberTip referrals to the Inspection Service.
- Process case deconfliction requests.
- Coordinate and assist in development of NCMEC presentations and
trainings available to NCMEC Personnel and Child Exploitation
investigators. Communications/Liaison
- Regularly communicate both orally and in writing with outside
law enforcement officials regarding inquiries related to
submissions and other NCMEC resources; and with NCMEC regarding
inquiries related to the U.S. Postal Inspection Service CE
program.
- Represent USPIS at the NCMEC Law Enforcement and Operations
Committee meetings and NCMEC CyberTipline presentations, trainings,
and discussions. Research/Support
- Review and analyze USPS and other public databases and records
in support of law enforcement efforts to locate absconded sex
offenders; and link data about noncompliant sex offenders to
unresolved cases of missing and exploited children.
- Support NCMEC's Missing Children Division by disseminating
missing child posters to Postal facilities. -
- Support the Inspection Service's development of CE/CSAM
educational prevention materials. Minimum Qualifications & Skills:
- Bachelor's Degree with a minimum of 3 years of experience in a
CE and/or a law enforcement related field
- General knowledge of federal statutes;
- Ability to communicate orally and in writing sufficient to
express thoughts and ideas to a variety of people;
- Proficiency conducting research on the internet and commercial
as well as public databases;
- Demonstrated substantial ability to assist in the analysis of
investigative results and present sound recommendations for
additional investigative action;
- Substantial experience assisting in the development of civil
and/or criminal cases for presentation to the appropriate
prosecution authority;
- Substantial experience performing the appropriate analytical
techniques and methods during an investigation;
- Demonstrated substantial experience supporting complex criminal
and/or civil investigations;
- Demonstrated ability to work with minimal direct
supervision;
- Substantial experience supporting the preparation of a final
work product.
