Position Overview:
ANSER is seeking a Chemical Weapons Treaty Analyst to work full-time in support of the Naval Treaty Implementation Program (NTIP) which provides comprehensive arms control treaty support to Navy and Marine Corps commanding officers, program managers, senior leaders, and decision-makers. This position allows for 1-2 days of telework per week after an initial ramp up period, with duties otherwise being performed onsite at the client facility in Alexandria, VA.
Position Responsibilities:

  • Provide analytical research, policy and operational support, and conducts research, training, and exercising of national security-level issues that encompass or impact the range of Chemical Weapons Convention (CWC), and other nonproliferation, treaty, and arms control issues.
  • Provide support on CWC implementation, compliance, and Challenge Inspections; including planning, operations, mission systems, advocacy, and processes related to CWC.
  • Support CWC activities and ensure DoD organizations meet CWC implementation and compliance requirements.
  • Provide day-to-day action officer support for routine business and respond to short notice requests and activities.
  • Operate in a fast-paced and complex environment with multiple, competing requirements and stakeholders.
  • Provide technical analysis, studies and research on strategic or international issues.
  • Draft courses of actions and recommendations to advance CWC operational issues.
  • Support CWC Challenge Inspections planning, exercising, and implementation.
  • Assist in developing courseware and training material for DoD personnel.
  • Support other conventional and nuclear treaty and agreement activities throughout their lifecycle. Required Qualifications:
    • Possess an active SECRET level security clearance or higher.
    • Bachelor's degree in a relevant field of study.
    • 2+ years of relevant experience in arms control, international relations, national security policy, public policy, and / or weapon system backgrounds.
    • Strong critical thinking and problem-solving skills.
    • Experience working in a team environments and communicating with stakeholders.
    • Experience with research, analysis, and writing reports, assessments, responses to requests for information, talking points, briefings, and other products.
    • Ability to travel within the National Capital Region (NCR) as well as internationally on occasion / when required. Desired Qualifications (NOT REQUIRED):
      • Active Top Secret clearance with SCI eligibility.
      • Experience interacting with and briefing executive-level leaders and their staff.
      • Master's degree in Political Science, International Relations, Policy, or a related field
      • Working knowledge of CWC Compliance and implementation requirements, or other treaty or arms control activities.
      • CWC Challenge Inspection exercise experience.
      • Experience with exercises using the Joint Exercise Lifecycle or the Homeland Security Exercise Evaluation Program.
