Position Title: Business Analyst - Senior Level Work Location: Northern VA (Crystal City, Quantico, VA) Job Summary The Business Analyst provides support in planning and managing of Marine Corps capabilities-based analysis in support of USMC logistic information technology programs. The Business Analyst is responsible for translating business needs and requests into data by developing appropriate reports and dashboards. You will work across multiple organizations (operations, finance, engineering, etc.) to engage the appropriate resources to determine key components and understanding of each request. This role will require an understanding of DoD logistics systems. The Business Analyst supports the team in providing expert technical, analytical, engineering, and capability portfolio management support in assisting the USMC to make strategic investments in data science, machine learning, and artificial intelligence to software-intensive systems that facilitate logistics operations. The customer's goal is to optimize command and control and maximize efficiencies and accuracy through the use of emerging technologies embedded in weapon systems which trace back to Logistics IT (Log IT) systems. Essential Duties and Responsibilities (Not listed in order of importance; other duties may be assigned and must be able to perform the following with minimal guidance):

  • Assess current or future customer needs and priorities through communicating directly with customers and commercial partners, conducting surveys, or other methods.
  • Support development and delivery requirements document(s) that is/are aligned with future operating concepts via capabilities analyses, e.g., Logistics Concept of Operations (CONOPS), Logistics Functional Concept, Capabilities Based Performance Work Statement for Capabilities Based Analysis in support of USMC Logistic Information Technology Assessment (CBA), and Initial Capability Documents (ICDs) that describe exacting needs to support the Log IT portfolio of systems.
  • Identifying opportunities and drive savings through operations best in class objectives.
  • Delivering clear operational and financial data to drive performance improvement of large-scale global operations.
  • Communicating expectations and requirements with external and internal leadership teams, writing well-reasoned data-driven documents, proposals, and performing your own data analysis as necessary.
  • Ability to create and share concise and accurate data to leadership.
  • Assist others with planning, forecasting, and reporting while driving continuous innovation and communication to both your own team & other business partners.
  • Work with data providers and technology teams to ensure that key decision data is accurate, automated, and timely.
  • Collect, interpret, and analyze various types of data including cost KPIs, service performance, transit time, and other data related to international and domestic transportation.
  • Support the business through ad-hoc queries and maintain reports from a variety of resources specific to department or organizational needs.
  • Identify trends in data and help foster decision making.Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.     • Minimum of a bachelor's degree from an accredited college or university in logistics, supply chain, engineering, finance, mathematics or equivalent. Relevant work experience and training may be considered in lieu of a degree, like Office of Personnel Management's (OPM) Crediting Combinations of Education and Experience standard.
    • DoD experience preferred.
    • Must be a U.S. citizen.
    • 5+ years of advanced Microsoft Excel skills Advanced problem solving, and root cause analysis combined with proven ability to communicate those analysis.
    • 5+ years of experience in Logistics Execution, including knowledge of Shipping, Transportation, Inventory Management and Warehouse Management.
    • Highly analytical, detail oriented and strong business sense; proven ability to manage new ideas and creative solutions.Physical Requirements Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have enough mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. May include lifting weigh up to thirty (30) pounds as necessary. Security Clearance: Position may require a DoD security clearance.
