Job Description:
ARServices is looking for an experienced, dynamic Policy Analyst
to support the Department of Veterans Affairs Transition Assistance
Program (TAP) and Office of Outreach, Transition and Economic
Development (OTED) Support Services contract. TAP supports over
200,000 Servicemembers that leave military service each year and
return to life as civilians. TAP is an overarching program
implemented by each of the military services (U.S. Army, U.S.
Marine Corps, U.S. Navy, U.S. Air Force, and U.S. Coast Guard) to
provide transition assistance, information, training, counseling,
and services to eligible service members to enable them to be
career ready upon separation, retirement, or release from active
duty. The right person will be a self-starter with 7 or more years
of experience in policy analysis, policy development and
implementation, governance, legislative affairs, and Veteran
issues. Previous experience supporting interagency processes is
mandatory. The work is temporarily remote to accommodate COVID
guidelines; some (part-time) presence on client site (Washington
DC) or ARServices space likely after COVID restrictions are lifted.
Principal Duties + Serve as primary Point-of-Contact for the
customer on all matters related to the TAP interagency governance
process, including conducting research, tracking legislation and
public reports related to TAP, preparing background briefings,
talking points, agendas, and policy memoranda + Direct and
supervise junior staff in preparing for internal and interagency
meetings including maintaining participant lists, sending
electronic invitations, ensuring proper working of meeting and
collaboration tools, taking notes, providing meeting summaries,
conducting appropriate follow-up on action items, and managing
records + Serve as an advisor to the customer in the areas of
legislation, policy and governance + Track current issues related
to TAP and Veteran issues including proposed legislation, oversight
reports, and stakeholder reports and analyses (VSOs, think tanks,
etc.) + Assist in preparing testimony and supporting documentation
for Congressional hearing and reports + Support dialogue and
coordination with other parts of the Department of Veterans Affairs
including Office of General Counsel, Office of Legislative Affairs,
VHA, and NCA + Analyze and interpret government agency policies
(DOL, ED, SBA, OPM, and DHS), evaluates potential impact to the
organization's operation, and provides recommendations to
government personnel for implementation of changes related to those
policies + Review internal policies, plans, programs to ensure
consistency with corresponding government regulations and laws +
Provide OTED leadership with regular reports documenting
legislation affecting OTED programs and policiesOrganize work,
allocate resources, track progress, review draft products and
deliverables, and ensure timely communication of work and issues to
customers, Prime contractor, and other stakeholders + Ensure
compliance with administrative requirements of the project
Requirements + Bachelors degree from an accredited college or
university + 7+ years of professional experience in public policy
and program implementation, preferably at the Federal level + 3+
years of experience supporting interagency coordination or similar
multi-stakeholder governance + Knowledge of Veteran issues, VA
policies and programs, governance, and program design, development,
and implementation + Strong customer relations skills including
ability to form partnership and working relationships with Prime
contractor and other subcontractors + Understanding of the
legislative process and political landscape + Excellent verbal and
writing skills + Ability to work in a collaborative team
environment + Strong Microsoft Office skills, including Word,
Excel, Outlook and SharePoint + U.S. Citizen, Permanent Resident or
EAD to obtain and maintain a NACI (National Agency Check with
Inquiries) Public Trust Clearance Desired Qualifications + Masters
degree in relevant field and/or relevant certification + Prior
experience support Transition Assistance Program at VA or one of
the other Federal partners + Prior experience on Capitol Hill
