Job Description:
Overview:Systems Planning and Analysis, Inc. (SPA) is a
well-established and progressive defense contracting company in the
DC Metro area. We are a professional services firm established in

outstanding professionals on our team.SPA is hiring immediately for
a Requirements Analyst with Force Development experience. The SPA
Defense Strategy and Policy Team within the Strategic Systems
Analysis Group (SSAG) advises and provides analysis to senior
Department of Defense customers on a wide range of national
security issues including; the development of defense strategy
concepts, deterrence related policy and strategy products, and
advanced operating concepts. The team has broad expertise working
at the most senior levels of government, and specializes in
integrating complex and crosscutting issues for senior decision
makers. Responsibilities:The Requirements Analyst will provide
requirements and assessment analysis support to HQDA, G-8 Force
Development Material Readiness Division to establish the proper
resources to transform and modernize the Army while ensuring it
remains a strategically responsive and dominant force. They will
develop plans and recommendations based on studies and analysis of
warfighting capability requirements, force modernization, rapid
acquisition/rapid equipping, Army studies and analyses, Army
experimentation, test and evaluation, and science and technology.
In addition, they will develop recommendations to improve or refine
Army and unit equipment readiness, identify equipment readiness
issues, and propose solution sets. They will also develop and
present briefings, papers, and demonstrations of analytic results
to support decision-making.Qualifications:Required
Qualifications:Bachelor's Degree.DoD SECRET clearance.8+ years of
Force Development experience supporting Joint, Service, or Service
Component Command Staff.Experience with Planning, Programming,
Budget and Execution (PPBE), Program Objective Memorandum (POM),
Operational Needs Statements (ONS), and/or Army Readiness
Management System (ARMS).Operational experience in Mission Command
capabilities or Army Aviation units.Desired
Qualifications:Operations Research experience supporting the
Department of Defense.Experience conducting data analysis focused
on program procurement, lifecycle, and maintenance cost
tradeoffs.Knowledge, skills and abilities to prepare for Army
Requirements Review Board (AR2B).Army Force Management
experience.---Bachelor's Degree in Political Science, International
Relations, National Security Studies, or related field.---Excellent
written communication and strong presentation skills.---Must be
capable of analyzing complex issues, developing simplified problem
statements, and establishing objective approaches to identify and
compare the merits of competing solutions.---Must be comfortable
working in a fast paced and ambiguous environment.---Proficient in
using Microsoft Office, including Word, Excel, and
PowerPoint.---Active SECRET security clearance.Desired
Qualifications---Graduate Degree in international affairs, military
strategy/history, Joint operations, strategic communications, or
European or Indo-Pacific regional studies.---3-5 years prior
uniformed or civilian Army experience---Experience with military
capability analysis, capability requirements sponsorship, or
doctrine/warfare concept development---Experience with strategic
communications, public affairs, media, and/or peer-reviewed
publishing.---Experience with development, analysis, or
implementation of U.S. Army strategy, policy, or
doctrine.---Interim or final TOP SECRET security clearance.
