Important: *US Citizenship Required* to apply Work Location: Alexandria, VA- United States Patent & Trade Office (USPTO). Due to the pandemic, until offices reopen, work will be conducted 100% remotely via a USPTO-issued laptop. Once the USPTO HQ office reopens, a hybrid work approach will likely be adopted (part on-site and part remote work each week). You're a great fit if: * You have strong communication, interpersonal, and leadership skills including mentoring, coaching, collaborating, and team building. * You have hands-on experience with the Operations & Maintenance (O&M) and Administrative support of enterprise OCIO IT tools that maintain all IT Project Management data across the agency and produce various status reports and compliance-related reports (for USPTO leadership, Department of Commerce (DoC), OBM, etc.). Support various maintenance activities to include technical support, vendor service packs, and hot fixes (as needed). The USPTO PM tool that your team will maintain is called PMIS. * You have experience translating/converting data from various internal USPTO sources into standardized formats for external reporting purposes -including risk/issue categories, financial data categories, naming conventions and other standards. * You have experience with both Agile (Scrum, Kanban) and non-Agile (e.g., Waterfall) development methodologies and can apply this knowledge to completing regular maintenance activities/resolving defects as well as managing enhancement activities - plan/design/execute (e.g., leadership wants a new report or data aggregated differently). * You enjoy providing technical support to the OCIO Product Lanes (Patents, Trademarks, etc.) by responding to their PMIS support requests - such as creating new workflow functions, adjusting IT project mapping to the USPTO Product Line mapping, creating new PMIS artifacts/reports/presentations, baselining plans, creating data archive procedures, and maintaining the enterprise IT resource pool. * You have experience enhancing IT tools and incrementally improving the user/customer experience through activities like assessing cloud-based products, performing upgrades, gathering requirements, integrating additional functionality (COTS or custom), etc. You'll love this position if: (This is the stuff you MUST have to be a fit) * You have a minimum of 1 year management experience on IT projects (preferably as a Team Lead, Analyst or Project Manager), have a Bachelor's Degree in a relevant field and want to continue developing your Project Management capabilities. * You have experience working on IT projects where you supported O&M and enhancement activities. * You have stellar customer support and consulting skills that you can apply to complex problems and issues. * You can develop a strong knowledge and understanding of customer business needs with the ability to establish/maintain high level of customer trust and confidence. * You have strong analytical, planning, and organizational skills with an ability to manage competing demands. We'll really love you if: (This is the bonus stuff that makes you stand out) * You already have experience supporting IT Projects within USPTO. * You have a Certified Associate in Project Management (CAPM) certification, Project Management Professional (PMP) or similar project management certification. * You have experience with all or most of the tools that are foundational to the PMIS solution that your team will manage - MS Project Server 2016, MS Project Professional 2016, SQL Server 2016, and SharePoint 2016. * You have experience developing training materials + user guides and have strong technical writing capabilities. * You have a basic understanding of the annual IT planning and budget formulation process, portfolio management, OMB reporting, and Capital Planning & Investment Control (CPIC) reporting to OMB. * You have experience with Agile processes and using Agile collaboration tools (Rally, Atlassian tools, MS TFS, etc.). * You emphasize smart approaches, results, quality, and client satisfaction. * You are customer and relationship-focused, process-driven, results-oriented, and self-motivated. * You have CSM, SAFe Agilist (SA), or PMI-ACP certification. * You are passionate and have a drive for learning new technologies and practices. What your day will look like: * You will respond to support requests such as creating new workflow functions, adjusting IT project mapping to the USPTO Product Line mapping, creating new PMIS artifacts/reports/presentations, baselining plans, creating data archive procedures, and maintaining the enterprise IT resource pool. * You will perform product enhancement activities like assessing cloud-based products, performing upgrades, gathering requirements, integrating additional functionality (COTS or custom), integrating new datasets, etc. Plan-design-execute. * You will ensure PMIS datasets adhere to USPTO standards and meet external reporting needs including risk/issue categories, financial data categories, naming conventions and other standards. * You will maintain PMIS data and reports while also providing technical support, vendor service packs, and hot fixes (as needed). * You will translate/convert data from various internal USPTO sources into standardized formats + modify/create new PMIS reports. * You will leverage your Agile and non-Agile development methodology experience to streamline processes and make recommendations for improvements. * You'll report to the Senior Program Manager who will provide support, guidance, information and resources to help you be successful. * You'll prioritize, lead, and manage tasking of the program team (like business analysts) and completion of assignments. You'll monitor progress and performance in customer tools like Rally. * You'll help develop, cultivate, and manage client relationships.
