Job Description:

Applied Research Associates Inc. is seeking a Staff Operations Research Analyst to provide on-site support to a Department of Defense (DoD) customer. This position will leverage a variety of operations research techniques to identify, assess, and guide the cost-effective implementation of both improvements to existing capabilities and their employment as well as the incorporation of cutting-edge technologies required to mitigate Joint capability gaps. Additional areas of emphasis include, but are not limited to: building and effectively communicating analysis products to senior leadership and decision-makers; garnering and applying and in-depth familiarity with DoD modeling and simulation standards, tools, and techniques. Candidates will work with teams supporting research and analysis in microelectronics, artificial intelligence, machine learning, autonomy, energy and power, software engineering, systems engineering, networking, communication, cyber, electronic warfare, aerial/ground/naval platforms, biotechnology, and space systems.The successful candidate will:Contribute to study design development and execution, while simultaneously demonstrating an innovative ability to modify/adapt techniques to fit the situations and problems of interestCollaborate and engage with senior managers/decision makers to elicit, frame and solve problemsAnalyze and evaluate the effectiveness of DoD projects or programs in their ability to meet the established goals and objectives of the National Defense Strategy; including, but not limited to, military utility assessments of new/proposed weapon systems and their concepts of employmentPerform study design and execution (potentially in collaboration with FFRDC, government or other contractor team members), while simultaneously demonstrating an innovative ability to modify/adapt techniques to fit situations and problems of interestDesign, develop, and adapt mathematical, statistical, econometric, and other scientific methods, models, and techniques to provide advice and insight about the probable effects of alternative courses of actionCollect, interpret, and analyze data using various analytical methods and statistical techniquesSupport the integration of life cycle cost analyses of DoD projects to facilitate cost- benefit and/or economic evaluations of current or projected projects and programsPrepare reports to management, indicating solutions or range of possible alternatives in rank of desirability and probability of success when there is no single solution.Required Qualifications:Bachelors degree in engineering, operations research or related technical discipline and 5-7+ years of experience.Experience with DoD modeling and simulation standards, tools, and techniquesExperience providing decision support via the application of operations research techniques across diverse defense capabilities, programs and problems.Strong quantitative and analytic abilities to integrate and analyze data, solve problems, and effectively communicate results to senior leaders and decision makers.Experience in the development and coordination of analysis products (e.g., problem definition, analysis plan and resourcing, interim documentation, and delivery of final analysis products).Outstanding skills in communicating complex technical issues, and in providing comprehensive written and oral products appropriate to senior leadership.US citizen with a minimum DoD Top Secret clearance and the ability to obtain SCI accessDesired Qualifications:Current DoD TS/SCI security clearanceMasters degree in operations research or related technical discipline.Knowledge of DoD, and Services test processes, M&S, Verification, Validation, and Accreditation (VV&A) processes, and deficiency resolution investigation and reporting processes.Familiarity with Service capabilities, the programming, planning, budgeting and execution processes, and related acquisition strategies.Highly self-motivated, creative and able to flourish in a dynamic work environment.Familiarity with multiple community-standard simulation capabilities (e.g. AFSIM, STORM, etc.)Experience with high-fidelity performance assessment, kill chain-, and force-on-force analyses.Experience with Excel, Access, SAS, JMP, and VBA to support data analysis and visualization.Programming experience with R, Python, MATLAB, and generic optimization packages.Demonstrated ability to develop and implement mathematical and statistical models to solve problems across multiple domains.Previous experience developing end to end mission solutions for DoD/government customers a plus.This position is contingent upon award of a contract expected in Spring 2020 supporting the Department of Defense.COMPANY INFORMATION:Applied Research Associates, Inc. is an employee-owned international research and engineering company recognized for providing technically superior solutions to complex and challenging problems in the physical sciences.
