a Nuclear Regulatory Policy & Procedures Expert orNuclear Engineer.
The position location is Alexandria, VA. A senior level subject
matter expert in nuclear engineering or related disciplines with a
background in nuclear regulation is needed to support the
development and implementation of updated nuclear regulations for
the Army Reactor Office. Duties include review of program policy,
procedural, and internal controls documentation under development
in support of the DoD/Army Mobile Nuclear Power Plant (MNPP) -
"Pele" Programs. MNPP leverages disruptive technology to provide a
mobile electric power system producing between 1-5 MW of
electricity by means of nuclear fission using Tri-structural
Isotropic (TRISO) fuel, specially manufactured encapsulated low
enriched uranium pellets. The Army Reactor Program includes the
Army Reactor Office, the regulatory body of the Army, and the
Department of the Army (HQDA) Office of the Chief of Engineers
(OCE), responsible for the Army Nuclear Power Program. The Army is
ramping up to meet a wide range of operational, engineering,
logistic regulatory certification and permitting requirements for
future Operational Readiness Review (ORR) in accordance with Army
Regulation 50-7 "Army Reactor Program" (ARP). The Army Reactor
Council is adapting the Dept of Energy (DOE) review process for the
ORR. Program plan documentation preparation requires leveraging and
integration of information and knowledge from participating
government organizations within DoD, DOE, Nuclear Regulatory
Commission (NRC), and other Federal and State agencies, and Army
agencies involved in the ARP. Nuclear Power Program policy and
guidelines documentation spans reactor operational and quality
assurance and system management to safety, security, and
environmental controls. Responsibilities
- Primary integrator and author of Nuclear Power Program
documentation
- Provide nuclear power system operations, engineering, and
integrated logistic support subject matter expertise
- Analyzes and interprets complex data. Takes a broad perspective
to identify innovative solutions.
- Prepares and presents advanced technical reports and
presentations to client, both formal and informal.
- Assist with inter- and intra-agency collaboration and
coordination.
- Participates in and leads technical working groups as
required.
- Expected to grow into MNPP program expert and
representative
- Supports business development efforts led by others and
maintains business interactions with external clients.
- Participates in scientific conferences, peer review panels, and
increases company visibility through publications.
- Trains lower-level staff to improve technical development.
Coordinates and provides day-to-day work direction to lower-level
staff to support overall project goals. Key Qualifications
- Bachelor's degree in related field with 8 years of experience
or master's degree in related field with 5 years of experience or
PhD with 2 years of experience; or an equivalent combination of
education and or experience in a related field.
- Nuclear Power operations and policy experience
- Proven multiple-role leader with the ability to adapt and
succeed in rapidly changing business environments by using strong
interpersonal skills while leveraging robust analytical and
technical expertise.
