Business Ops Specialist 3
Duration: 12 months - Contract to hire

Must be a U.S. Citizen or Permanent Resident
Must be able to support occasional travel

100% Virtual positions will be considered, preference toward home locations within 2 hours from these sites:
1. Manassas, Virginia,
2. Cambridge, Massachusetts
3. Bridgeport, West Virginia
4. Columbus, Mississippi

Position Overview:
Support both programs and proposals with Earned Value Management (EVM)
Coordinate and interface with other functions
Provide mentorship and training to other members of the Finance and Program Analyst teams.

Specific Responsibilities:
Proposal Support Work closely with program managers and technical leads to:
Work with the Program Manager (PM) or Capture Lead to determine the level of EVM required on the program
Generate the Basis of Estimate (BOE) for EVM support for the program
Project Planning & Execution Work closely with program managers and technical leads to:
Assist in creating WBS structure and setting up new contracts
Assists with the development of the program's cost and schedule baseline to be presented at Integrated Baseline Reviews (IBR)
Assist in preparing monthly EVM/Schedule/Finance integrated reports
Create and maintain the Cost Account Manager (CAM) Notebook
Support the Baseline Change Request (BCR) process to ensure compliance with EV rules
Assist with the management of an EVM Subcontractor
Create and maintain cost baselines using the Enterprise tools, Deltek Cobra.
Develop, review, and analyze EVM metrics, and prepare variance analysis
Meet regularly with technical leads and project managers to review project deadlines and activities; ensure Estimate to Complete (ETC) budgets and durations and schedule updates are properly reflected on EVM tools
Update program information in and interface with COBRA to ensure cost and schedule integration is maintained
Perform monthly analysis to ensure ETC is estimated properly
Maintain programs cashflow information by managing funding and spending with consideration to open commitment, invoices and open POs
Report Generation:
Support the generation and delivery of internal and external EVM reports
Support the PM and/or CAM with adhoc reports including Variance Analysis Reports, Funding and Spending report
Support management reviews with EVM data and charts

Minimum Requirements:
Bachelor's degree or higher
3+ years of experience in finance or EVM roles
Experience in creating Work Breakdown Structures (WBS) based on MIL-STD-881
Minimum of three (3) years of experience with EVM and Cobra
Demonstrated understanding of Earned Value (EV) management principles and their application to complex projects

Desired Skills/Experience:
Experience with tools (MS Project and SAP byDesign)
Development/Manufacturing in Aerospace Industry
Experience working with DCMA and DFARS compliance
