SUBCONTRACTS ADMINISTRATOR (SBCNTRX-22-1063-F):
Bowhead seeks a Subcontracts Administrator to provide support for
the preparation of solicitations, negotiation of Subcontractor
proposals, and subcontracts. This position requires knowledge and
hands-on experience in government contracting methods and
applicable procurement laws and regulations, including but not
limited to FAR, DFAR, AFAR and other agency supplements. Strong
business acumen and the ability to work subcontracts in accordance
with company policies and customer requirements is required.
Responsible for building and maintaining dependable, quality
relationships with internal and external customers in support of
the UICGS business objectives.
*We are open to this position being near one of our offices in
Stafford or Springfield, VA; Aberdeen, MD; Huntsville, AL; or
Colorado Springs, CO or 100% remote.*
Job Duties include but are not limited to:
--- Support Pre-Award and proposal activity, issuing and
negotiating Non-Disclosure and Teaming Agreements, working with the
Contracts Administrator reviewing Request for Proposals (RFPs) and
or Requests for Quotes (RFQs) for Subcontractor efforts, issuing
RFPs to our Teaming Partners, performing Price analysis on
Subcontractor proposals, and providing Subcontracts related input
to Business and Technical volumes.
--- Provide post-award support ensuring timely processing of
subcontract purchase orders
--- Coordinate and/or complete Company and Procurement requirements
including preparation of sole source justifications, price analysis
and negotiations memorandums
--- Prepare, negotiate and issue subcontract documents and
amendments, identification and inclusion of flow down requirements
from the prime contract commensurate with delegated procurement
authority
--- Verification of accuracy and competition of proposal
packages
--- Receive subcontractor's responses to RFQ/RFP and determine each
subcontractor's ability to meet Company and procurement
requirements Establish and maintain accurate tracking records
tailored to each subcontract
--- Maintain and update subcontractor's files for internal and
external audits applying company best practices, policies and
procedures.
--- Attend and serve as Subcontracts Representative at program and
project meetings
Requirements
--- Bachelor's degree and between 5 - 7 years' experience with
"cradle-to-grave" Federal Government subcontract administration
--- A Minimum of 3 years of experience working with relevant laws,
regulations, terms, conditions, and policies governing assigned
contracts, including FAR, and DFARS.
--- Experience working with Deltek Costpoint highly preferred!
--- Knowledge of CPSR requirements is also a plus!
--- Proficiency in MS Office Applications
Experience working for a Small Business and/or an 8(a), Alaskan
Native Corporation (ANC) is a plus, as this type of work
environment and culture are very different from working for a large
integrator/organization.
CLEARANCE REQUIREMENTS: There are currently no Security Clearance
requirements for this position; however, candidates must be able to
successfully pass a background check. Due to the location of this
work, US Citizenship is required. Bowhead reserves the right to
change this requirement if necessitated by business needs or
contractual obligations.
