ABOUT THE POSITIONIMSolutions LLC is seeking a Program Development Specialist (Environment) to serve as the Mission Environmental Officer (MEO) and provide support to the United States Agency for International Development (USAID) Afghanistan Mission. The Office of Program and Project Development (OPPD) provides Mission-wide support for strategic planning, strategy development, program and activity design, budgeting, monitoring and coordination of overall implementation of the portfolio of USAID assistance in Afghanistan.In accordance with Title 22 of the Code of Federal Regulations, Part 216 (22 CFR 216), and other legal mandates, USAID must evaluate potential adverse environmental and social impacts of all its development projects and activities, identify needed mitigation measures, and ensure that implementing parties carry out these mitigation measures. USAID's policies and operations procedures, set out in ADS 204, require that environmental considerations be integrated into and throughout the Agency's overall program cycle in order to ensure that operating units identify, account for, and mitigate the environmental impacts of USAID activities. USAID also strengthens capabilities of developing countries to evaluate and mitigate potential adverse impacts of development projects.The MEO is the environmental compliance official, designated in each Mission, responsible for overseeing implementation of the regulations and the Agency's policies and procedures (ADS 204). The MEO provides advice to the Program Office, and Mission teams, project/activity managers, and technical evaluation committees on implementation of environmental compliance requirements. The MEO supports the integration of environmental compliance into planning, design, and implementation of Agency actions, as well as strategy development. The MEO leads the provision of capacity building to Mission staff, implementing partners and the host country government to ensure that compliance requirements are monitored.The position is 100% remote within the United States. The start date is immediate.POSITION RESPONSIBILITIES

  • The USAID Program Development Specialist (Environment) reports to the Deputy Director of the Office of Program and Project Development (OPPD), USAID/Afghanistan.
  • Assists with all environmental matters and the oversight of all USAID environmental programs and activities. He/she assists with the implementation of new activities in the environment field and helps prepare and review environmental analyses, assessments, and statements required for Mission programs.
  • Ensures that Mission technical offices comply with all USAID environmental regulations, in particular 22 CFR Part 216 (Reg. 216). This responsibility includes assisting with the regular training of USAID and contractor staff, as well as the regular monitoring of environmental activities in collaboration with AORs, CORs and Activity Managers, and organizing and conducting training and briefings independently.
  • Reports on Mission environmental compliance and may be tasked with assisting with USAID and United State Government (USG) special initiatives in the environmental sector.
  • The USAID Development Program Specialist is responsible for developing and maintaining close and cordial contacts with officials involved with environmental issues in all cognizant ministries, including the National Environmental Protection Agency.
  • Responsible for establishing good working relationships with the U.S. Private Voluntary Organization (PVO) and NGO community, especially organizations working with the environment, thus keeping the Mission apprised of all important developments in the environment sector, and proactively identifying problems before they occur or in their early stages of development.
  • The Specialist ensures the Mission portfolio of programs/projects/activities are in compliance with Reg. 216, USAID Environmental Procedures, and with host-country government environmental and social safeguard regulations. The Specialist provides guidance to the Front Office, Technical Offices, Agreement Officer's Representatives/Contracting Officer's Representatives (AORs/CORs), and IPs on environmentally sensitive work.MINIMUM QUALIFICATIONS:
    • Ability to obtain facility access
    • Bachelor's degree in a relevant field (natural resource sciences, environmental studies, agricultural sciences, engineering, or law) and six (6) years of professional work experience OR Master's degree in a relevant field plus four (4) years of professional work experience OR High School Diploma plus ten (10) years of relevant professional work experience.
    • Experience in monitoring and evaluation of development assistance programs with NGO's and the Afghan Government with the ability to quickly learn procedures and documentation requirements.
    • Some additional experience with environmental program evaluation is also required. (Work experience requirement must be met at the time of application for the subject position).
    • Must understand and incorporate the five (5) development core values in all aspects of their work: 1) Customer Focus, 2) Managing for Results, 3) Teamwork and Participation, 4) Empowerment and Accountability, and 5) Diversity.Language Proficiency Requirement:
      • Level IV (Fluent) in speaking/reading English, and Level IV (Fluent) in speaking/reading of Dari and/or Pashtu is required.ESSENTIAL KNOWLEDGE, SKILLS and ABILITIES (KSA's):
        • Basic knowledge of USAID's environmental procedures is required.
        • Maintain operational, analytical, and computer skills, including ease and skill in using Microsoft Office Suite.
        • Interpersonal skills, including the ability to work effectively with superiors, subordinates, colleagues and partners, both inside and outside the Mission, are required, as well as maturity, stability, objectivity, resourcefulness, adaptability, and sound professional judgment.
        • Ability to work collaboratively with GoA officials and representatives of international organizations, donors, NGOs, other US Government officials, and USAID officials.
        • Ability to communicate effectively through oral presentations and briefings, written reporting and analysis, and information technology tools.
        • Analyze a broad range of program requirements and issues, including their social, economic and environmental impacts.
        • A quick ability to learn procedures and documentation requirements is required.Available Guidelines: Available administrative guidelines establish a broad pattern of operation that requires frequent need to exercise judgment and interpretation and provides an opportunity for initiative and innovation. Relevant guidelines include the USAID Automated Directives System (ADS), USAID Evaluation Policy, the USAID/Afghanistan Country Development Cooperation Strategy, Mission Orders and other directives.Exercise of Judgment: Candidates must exercises a high level of independent work and must be able to react to changing priorities in U.S. foreign policy in Afghanistan, and exercise professional judgment regarding their effects on priorities for the region. Candidates must be able to multi-task and prioritize tasks, determine relevance of documents and various sources of information, and use judgment in dealing with the public, counterparts, and other donors.Nature, Level, and Purpose of Contacts: Daily contact with officers, colleagues and international staffers from the donor community. The PMS will represent OPPD at meetings involving other Mission staff, including on matters involving policy, strategy, project and activity design, and monitoring and evaluation. The PMS may also represent OPPD at meetings and discussions involving environmental programmatic objectives with donors, directors of NGOs, grantees, and contractors.
