ASSIGNMENT DESCRIPTION: R&D Scientists apply the scientific method in one or more disciplines (e.g., Photogrammetry, Geodesy, Computer Science, Mathematics, Image Science, Human Terrain Analysis) to advance Geospatial Science and enhance Agency tradecraft. They conduct and develop novel scientific research projects and facilitate interdisciplinary collaboration to further scientific inquiry and application. They provide technical guidance and oversight, report results, and advise management on new and evolving technology. They address a variety of complex data-related analytical problems by applying quantitative and qualitative analytic methods.

ADDITIONAL INFORMATION: The National Geospatial-Intelligence Agency (NGA) serves as the world leader in providing timely, relevant, accurate and actionable geospatial intelligence (GEOINT). NGA's civilian, military and contract personnel evaluate imagery, maps, charts, multiple layers of foundation data - such as terrain, elevation and gravity - and the full spectrum of visible and invisible light in order to help users visualize what is happening at a particular place and time. Our intelligence officers go beyond describing 'what, where and when' to revealing 'how and why.' our work enables decision advantage for our policymakers, warfighters, intelligence professionals and first responders.

NGA Research seeks an R&D Scientist to support the application of Human Systems Integration (HSI) design criteria, principles, and practices to develop new capabilities for analysis in the Geospatial Intelligence (GEOINT) domain. NGA Research provides strategic and tactical mission advantage through the innovative application of science and technology for new GEOINT capabilities and improvement of current operations.

This R&D Scientist will support an R&D portfolio across several initiatives to apply human systems integration (HSI) theory and methodological expertise to technology development. The R&D Scientist will collaborate with specialized professionals from diverse fields to accomplish research and development efforts aimed at maximizing NGA's return on investment and system, human, and organization performance throughout the research, development, and operational lifecycle (i.e., from personnel selection and training to analysis and decision making).

Specific duties of the position include:

* Design and collect quantitative metrics for evaluating how new technology or methods affect the ability of analysts to achieve mission objectives.
* Support human-centered systems engineering studies exploring human operators' capabilities and constraints throughout the design, development, and acquisition of new geospatial technology.
* Help design and monitor execution of innovative R&D programs with scientific and programmatic integrity in accordance with Heilmeier criteria, particularly with respect to milestones and technical objectives.
* Incorporate social and cognitive science, user interaction design, human factors, human systems, and cognitive engineering elements to the design, implementation, test and evaluation of current and future GEOINT capabilities.
* Collaborate with others from the Research Directorate, NGA, allied partners, industry & universities, and other government agencies to ensure NGA/R delivers impactful GEOINT capabilities quickly and effectively
* Work with Research Program Managers, Analysts, and other stakeholders to translate human needs and considerations into quantifiable system requirements.
* Capture quantitative performance metrics, human-machine teaming tactics, human requirements, technical recommendations, and field test results on various complex systems.
* Provide technical leadership and subject matter expertise to advise stakeholders across NGA, DoD, and IC.
* Ensure compliance with all federal regulations applicable to source selection, security, and execution of R&D programs.

This position may be eligible for an INCENTIVE: selected candidates may be offered an incentive as part of the offer of employment, based on budget availability. To receive the incentive, selected candidates must be eligible under 5 CFR Part 575 upon issuance of the Final Offer Letter. Changes in federal employment status prior to issuance of the Final Offer Letter may affect eligibility. Incentive recipients sign a service agreement depending on the approved amount or duration of the incentive. If the employee leaves before the end of the service agreement, the employee may be required to repay a pro rata share amount of the incentive to the government.

Mandatory Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Online applications must demonstrate qualification by providing specific examples and associated results, in response to the announcement's mandatory criteria specified in this vacancy announcement:

1. Demonstrated experience performing R&D in technology design, human factors engineering, or a related field. That should include experience applying Human Factors in a system design environment.

2. Demonstrated experience applying cognitive science, user interaction design, usability testing, and user experience (UX) principles practices to the design, implementation, and evaluation of software.

3. Demonstrated ability to coordinate and maintain working relationships across multiple stakeholders such as integrated program offices, systems engineers, subject matter experts, researchers, technical experts, and acquisitions personnel.

4. Demonstrated experience in designing and implementing mixed-method user-oriented research projects, including qualitative and quantitative data analysis.

5. Demonstrated familiarity with, and preferably experience in, constructing R&D programs in accordance with the Heilmeier criteria.

6. Demonstrated experience evaluating proposals for realism and responsiveness to solicitations, monitoring program financial performance and managing cost/schedule risks.

EDUCATION REQUIREMENT: A. Education: Bachelor's degree from an accredited college or university in Engineering, Mathematics, Physical Science, Computer Science, or a related discipline that includes 24 semester (36 quarter) hours in Mathematics, Science and/or a related Engineering Science such as Dynamics, Electronics, Mechanics, and Properties of Materials. Such coursework includes, but is not limited to, Artificial Intelligence, Machine Learning, Programming, Data Mining, Cybersecurity, Geographic Information Systems, Remote Sensing, or Statistics. Although not mandatory, coursework in differential and integral calculus is preferred. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework as listed in option A, plus experience that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of coursework is equivalent to one year of experience. Candidates should show that their combination of education and experience totals to 4 years.

Highly Desired Qualifications

QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. Expertise in Applied Social Science, Cognitive Science, Human Factors Engineering, System Engineering, or a related field (preferred PhD).

2. Expertise in Human Factors Engineering, Cognitive Science, System Engineering or a related field (preferred PhD).

3. Demonstrated experience drafting Broad Agency Announcements, statements of work, and deliverables requirements documents for R&D programs.

4. Demonstrated experience speaking publicly as a SME on any aspect of Human Factors Engineering, Cognitive Science, System Engineering, Applied Social Science, or a related field.

5. Demonstrated experience with GEOINT.

Additional Job Requirements

You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.

PROMOTION OPPORTUNITY: Promotion opportunities allow applicants at all band levels to be considered. Qualifications for NGA positions do not include specific time-in-band requirements. NGA will emphasize quality of experience, rather than duration, and assess how the quality of the experience demonstrates possession of the knowledge, skills, abilities, and competencies necessary for successful job performance in the NGA occupational structure.

Band 04 $103,690 - $159,286

Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications.
