Specialized Administrative and Program Support Specialist


Job Requirements:

Personnel shall have a Bachelor’s Degree or equivalent (at a minimum) and two years of experience relating to the requirements. (Substitution of a Bachelor’s degree is allowable if the personnel have six years of related work experience in addition to the two years of experience required for this category. For the substitution to be allowable, a total of eight years of experience would be required to meet the minimum requirements for this category.) Additionally, all personnel shall have superior oral and written communication skills, as well as a good command of the English language. This category also requires advanced computer skills, as the Specialized Administrative and Program Support will be required to perform word processing, spreadsheet management, and conduct more advanced internet research and data collection, as well as metrics gathering.

Job Duties:

  • General Scope of Effort: The Contractor shall serve as a Subject Matter Expert (SME) for the Defense Security Service with emphasis on Personnel Security (PERSEC), Physical Security (PHYSEC), Information Assurance (IA) and Information Security (INFOSEC), and Operation Security (OPSEC). The SME must have extensive knowledge of recent Executive Orders and understand the differences between the DCIDs and ICDs. The Contractor must have worked in a SCIF environment and have experience in SCIF building requirements and knowledge of accreditations methods in accordance with DCID 6/9 and ICD 705. Security support shall entail administrative security services for Government personnel.
  • Records and file management
  • Employee in- and out-processing
  • Assist in managing DOD, DSS, and local office policies and programs
  • Calendar management
  • Travel planning (Defense Travel System (DTS)
  • Conference room coordination
  • Office equipment and supply inventory maintenance
  • Government timecard program (DAI) management
  • Receipt and routing of office mail/correspondence
  • Management of task management (CATMS) system
  • Assist in execution of office training program
  • Responsible for inputting and managing data bases as directed
  • Contractor Performance Requirements: The Contractor shall provide advice and guidance to agency senior management on the implementation of security measures for PERSEC, PHYSEC, INFOSEC, OPSEC, and AT efforts.
  • Provide support for security policy formulation, development, and evaluation
  • Participate in development of the antiterrorism program
  • Interpret DoD policy within multiple Government agencies
  • Document and update the development of internal policy and procedures
  • Draft security policies for review and approval by Government personnel
  • Provide written recommendations, in sufficient detail to permit senior management to make an informed, independent decision to grant and/or disapprove changes in current security policies
  • Compose correspondence, briefings, presentations, and whitepapers, when required
  • Evaluate and consult on project-related security issues
  • Provide security education and awareness support
  • Collects and Coordinates security awareness materials for review and approval by Government personnel
  • Provide security assistance to Field Offices, as required
  • Participate in community working groups on security policy and awareness
  • Perform other security policy, education and awareness support functions, as required.
  • Generate official correspondence and memorandums, as required  
  • Assist in maintaining/updating Security Information Management System (SIMS) database
  • Maintain an effective working relation with senior management
  • Assist in the enforcement of adherence of facility security policy
  • Monitor established visitor access program
  • Pass and monitor clearance certifications via established procedures.
  • Contractor personnel shall have experience in PERSEC, PHYSEC, INFOSEC and knowledge Information Assurance practices and Antiterrorism policies.
  • Thorough understanding of federal regulations that encompass SCI and collateral security processes. This includes, but is not limited to:

  • Executive Order 13292, Further Amendment to Executive Order 12958, As Amended
  • Executive Order 12968
