Group: Defense Description Job Description:The Leidos Defense Group, Enterprise and Cyber Security (E&CS) Operation, Army and Mission Partners (AMP) Division has a career opportunity based in Alexandria, Virginia,--for a Senior Global Operations Professional on the Radio Frequency In-Transit Visibility III and IV (RF-ITV III/IV) programs.This is--to support the U.S. Army, Program Executive Office Enterprise Information Systems (PEO EIS), Product Lead Automated Movement and Identification Solutions (PL AMIS) organization.--
The RF-ITV system provides last known location and in-box visibility for military shipments (cargo, supplies, troop movements) that have active RF and/or satellite / cellular tags attached to pallets, containers, or equipment, and the objective of the contract is to provide Operations and Maintenance (O&M) of the NIPRNet and SIPRNet system enclaves to include CONUS and OCONUS field support around the world.--The responsibilities of this position include the planning, organizing, securing, and managing of resources to achieve the successful completion of the RF-ITV program goals and objectives.
Duties include ensuring that the RF-ITV program runs within scope, time, and budget constraints, and requires interfacing with the Leidos Program Manager, Global Operations Manager, Regional Managers, Finance Lead, Quality Assurance Lead, Subcontract Administrators, vendors, and subcontractors.
This successful candidate must be able to work independently and make time critical decisions to achieve day-to-day objectives with limited Senior Program Management guidance, and their work will have significant impact on the operational success of the program.--The specific Sr. Global Operations Professional responsibilities include:
Participating as a key member of the Global Operations leadership team to ensure the RF-ITV program personnel are prepared to execute the Global Operations mission and are able to meet/exceed our required Operational Readiness requirements.
Responsible for producing, validating, and ensuring timely completion of a variety of customer- and program-specific reports, to include daily, weekly, and monthly reporting. These reports are both predetermined and ad-hoc and require acute accuracy to ensue no program penalties occur from missing deadlines or not meeting SLA requirements. Validation of these reports requires in depth knowledge of the Government's Integrated Support System (ISS) tool, and an ability run and understand how to create ad-hoc reports against the ISS database.--
Manage and monitor compliance for the issuance of DoD Common Access Cards (CACs) across the program. This responsibility requires experience with the Government's Synchronized Pre-deployment Operational Tracker (SPOT) tool, and an ability to independently coordinate and negotiate with the Government Contracting Officer and Contracting Officer Representative to ensure timely and accurate Letters of Authorization (LOAs) are produced in accordance with OCONUS deployment requirements for our Field Service Engineering (FSE) team.
Manage and monitor Global Operations workflows in the ISS tool to ensure missions flow properly and in a timely manner through each state.--
Task responsibilities require that funding from every contract modification is incorporated into the ISS tool so Global Operation missions can be executed; this includes notification and solution recommendations to Leidos and Government leadership when funding issues exist. Task also requires monitoring of all active missions to ensure closure in accordance with our monthly financial goals, and ability to proactively motivate appropriate personnel if missions are seemingly not closing as planned.
Contribute as a voting member of the Global Operations management team with decisions that impact the program and/or impact the larger Leidos division. Will participate in Field Service Engineer (FSE) panel interviews, and vote will contribute in the hiring decision. Once hiring decision is made and candidate has accepted, will be responsible to coordinate with Leidos HR and On-Boarding teams to include negotiating requirements for FSE start dates and subsequent attendance at the CONUS Replacement Center (CRC) school in preparation for OCONUS deployments.
Responsible for independently coordinating with various internal and external vendors and subcontractors to oversee and facilitate the international visa, passport, and in-country sponsorship processes.--
This includes facilitating/executing the cradle-to-grave process for initial visa issuance, visa renewals before expiration, and receipt of International country-specific items such as Civil IDs, drivers licenses, vehicles, etc. Task requires intimate knowledge of specific International Country visa requirements (to include monitoring of ever-changing country-specific COVID-19 impacts), involves processing payments for the issuance of the employee visas, knowledge of Leidos procurement tools, and coordination with the program manager to ensure timely payment of visa invoices from vendors and subcontractors.
Responsible for Subcontract Program Management (SPM) functions for all Global Operations subcontractors, and independently interfaces with the Leidos Subcontract Administrator on decisions that impact the subcontractor. Tasks include reviewing/approving timesheets in SLICs for subcontractor FSEs, approving subcontractor invoices, ensuring subcontractors are properly funded to perform their duties, and taking action with program leadership to remedy subcontractor funding needs when they occur. Program is incrementally funded, so ensuring proper subcontractor funding is an ongoing and time-sensitive task.
Serves as the liaison between Leidos Global Mobility personnel and RF-ITV program leadership to ensure overall program compliance with applicable Leidos international policies and processes, to include knowledge of/compliance with corresponding International county-specific labor laws (e.g. Kuwait, Qatar, Afghanistan, Bahrain).
Participate as active member of the Program Risk and Opportunity Management Board (ROMB), and will act as the ROMB Chair on a rotating basis.
Acts on behalf of the Global Operations Manager, NORTHCOM/SOUTH/INDOPACOM Regional Manager, and EUCOM/AFRICOM/CENTCOM Regional Manager as required.--
May also act on behalf of the Program Manager in certain cases when other delegation venues do not exist.Basic Qualifications:
Requires a BA/BS degree and 4-8 years of prior relevant experience or Masters degree with 2-6 years of prior relevant experience, or additional relevant experience in lieu of degree.
Must possess an active DoD Secret clearance, and ability to obtain a DoD Common Access Card (CAC).
Must possess a working knowledge of the MicroFocus Solutions Business Manager (SBM) Integrated Support System (ISS) tool for Global Operations Mission Matrix, Asset Management, Site Registration, and various other workflow processes.
Experience with Synchronized Pre-deployment Operational Tracker (SPOT) tool.Preferred Qualifications:
Possess a DoD 8570 Information Assurance Technical (IAT) Level II (Security+) certification.
