The Director, Contracts is responsible for the full range of
contracting activities including client relationships, proposal
development, contract negotiation, administration, and close out to
ensure delivery of business results and compliance with Vectrus
policies and government regulations. The Director will be assigned
a portfolio of contracts, generally supporting a regional area
and will have oversight of all contracts, assigned personnel and
associated activities within the portfolio.
Additionally, this position will also include individual
contributor responsibility for one or more major multi-million
dollar contracts. Serves as a business partner to the Operations
Director(s), Program Managers (PMs), and other functional areas.
Will provide support to and work with DCMA, DCAA audit, and
Corporate Compliance and/or Legal Department as applicable. The

MAJOR JOB ACTIVITIES:
Provides day-to-day oversight and supervision of the
preparation, execution, interpretation, and administration of
contracts consistent with contract terms and conditions, Federal
laws and regulations, and corporate policies and procedures.
Manages, reviews and/or approves contract awards, modifications,
proposals, and negotiations. May serve as the lead company
representative in contract negotiations. Negotiates cost and
contract terms with the client. Insures that negotiations are
successfully concluded and documented.
Provides managerial oversight, development plans, performance
assessments, training compliance etc. for direct reports.
Partners with PMs and other functional team members to assist
with identifying and/or creating innovative contracting methods for
maximizing revenue/margin and incorporation of technical solutions
leading to program organic growth.
Ensures that proposal plans and approaches of the
Technical/Management and Cost Volumes of proposals meet the
contractual requirements of the RFP,acquisition regulations (to
include FAR, DFARs, etc..) and Cost Accounting Standards (CAS).
Coordinates with the Capture Team and/or Contracts BD support
personnel to define cost formats, formulations and summaries;
coordinates in developing management review presentations;
coordinates final management approval; and validates proposals for
Reviews terms and conditions of all contracts to insure
compliance with all contractual and regulatory requirements, and
for financial viability. Resolves or assists with contract
interpretation disputes with staff and clients.
Champion for sound contractual change management to ensure
proactive organic growth, risk mitigation and avoidance.
Advises and assists on matters pertinent to the rights,
prerogatives, and obligations as they apply to contractual
arrangements (as Prime or Subcontractor).
Provides advice and assistance to direct reports and/or other
departments on contract terms, interpretation, and application of
solutions to problems and procedures.
Assists with and/or reviews the negotiation and finalization of
Teaming Agreements and Non-Disclosure Agreements, and prepares
responses to FOIA requests and other data calls as required.
Works with PMs, Finance and Legal to develop and submit contract
Requests for Equitable Adjustment and/or Claims.
Other duties as assigned.
MATERIAL & EQUIPMENT DIRECTLY USED:
Personal computer, Microsoft Windows and Office, communications
devices, and other general office equipment, to include networked
printers, and scanners/OCRs.
Work is generally conducted in an office or remote
Eyestrain and repetitive motion involved during peak periods of
data entry. Some travel (both CONUS and OCONUS) involved to project
Education/Certifications : One year related experience may be
substituted for one year of education, if degree is required.
BS/BA in Contracts, Business Administration, Management,
Acquisition, Finance, or related field.
MBA/Advanced degree preferred.
Certification by National Contract Management Association (NCMA)
Minimum of 15 years broad-based U. S. Government contracts
management experience, including experience with contract
cost/pricing and proposal development.
Thorough working knowledge of the Federal Acquisition
Regulations (FAR), DoD FAR Supplement (DFARS), contract law, and
the Govt. acquisition/RFP process.
Experience in Government contracting on all contract types with
emphasis on Base Operations Support requirements.
Experience with U.S. Government contracts performed
internationally and familiarity with associated local laws, unions
and foreign exchange considerations.
Must have experience in a lead Contracts role, managing a team
of 6-8 Contracts professionals of various levels.
Solid understanding of US Federal Government contracts in both
CONUS and international setting, acquisitions, regulations,
negotiations, procedures, and Government operations
Strong business management/acumen, leadership and managerial
Demonstrated experience in personnel development and
Outstanding interpersonal skills in establishing and maintaining
internal and external client relationships
Excellent oral and written communication skills and thrives
independently and in a team environment.
Proficient with MS Office software and corporate level
Will be responsible to support the departmental budget
objectives associated with the assigned area of responsibility, and
to assist with monitoring/managing of actual costs, forecasts for
cost projections and to minimize variances.
