Due to recent awards, APV has an immediate opening for the below position.

Position Title: Senior Consultant

Duties/Responsibilities:

Have knowledge and understanding of the DMHRSi (Oracle) structure and key components, and system interfacing with DMHRSI.

Develop and maintain a thorough understanding of the AF data elements and data structure within the DMHRSi Oracle database system.

Assist in the preparation of data staging that will be converted and/or migrated.

Assist in business and system configuration management and enterprise transition planning from the current to objective business/system environment.

Monitor, analyze, and manage submitted CRs.

Work with base Military Personnel Flights to provide the required support needed to ensure MILPDS compatibility reports are fed into DMHRSi accurately.

Track the number of support hours provided to each specific customer by project team member. Remedial or repeat training exceeding eight (8) hours per topic, per customer, must be coordinated with the COR for approval prior to the training event. Categorize and track the type of support provided so it can be used to prioritize future customer support and training needs. Consolidate and report all customer support provided to the COR on the Monthly Progress Report (CDRL A007). The Monthly Progress Report must contain the customer name and site location, date of request, date of support, specific type of support provided, original or remedial support, contractor name providing the support, number of hours, closed or open status, and if support resolved the issue. This Monthly Progress Report must be submitted to the COR 15 calendar days following the end of the month.

Accomplish data mining and query all required databases using established reporting tools; provide ad-hoc queries to support complex information requirements. Utilize the DDR and transaction reporting built into DMHRSi.

Develop and maintain Air Force level ‘canned’ DMHRSi reports for enterprise and program office utilization. Utilize the DDR and transaction reporting built into DMHRSi.

Develop and maintain performance metrics on the DMHRSi database system, to include the amount of scheduled and unscheduled downtime.

Identify source system data changes and assist with modifying all interfaced requirements agreements that update DMHRSi.

Maintain DMHRSi hierarchy/structure to ensure DMHRSI mirrors the Air Force Personnel Assignment System (PAS) directory.

Coordinate all organization/PAS updates with DHSS to ensure changes are submitted to Defense Civilian Personnel Data System (DCPDS).

Prepare a DoD Batch and Timecard Status Report (CDRL A008) on each MTF at the end of every pay period to measure both timecards submitted on time and approved on time. The DoD Batch and Timecard Status Report will be ran to measure submitted timecards 3 calendar days after the pay period ends, adjusted to 4 calendar days for a holiday. The DoD Batch and Timecard Status Report will also be ran to measure approved timecards 11 calendar days after the pay period ends, adjusted to 12 calendar days for a holiday. These reports measure submitted and approved timecard compliance and must be ran on the days specified above, as this is a point-in-time measurement of compliance. There are typically 3 pay periods occurring in/overlapping a calendar month. All DoD Batch and Timecard Status Reports (submitted and approved) for all timecard pay periods in the month are due to the COR 5 calendar days after the last approved timecard status report is ran. Coordinate with the COR for report details, but it will include the base, timecards submitted, not submitted, errored, rejected, working, grand total, and percentage submitted/approved. All 70 MTF reports will be consolidated into one Excel-compatible document. Utilize the DDR and transaction reporting built into DMHRSi.

Prepare a Timecard Summary View Report (CDRL A009) on each MTF monthly, due 15 calendar days after the end of the month. Coordinate with the COR for report details. Report will include all data points on the Summary View Report, as well as the National Provider Identifier (NPI) numbers added to the report. All 70 MTF reports will be consolidated into one Excel-compatible document. Utilize the DDR and transaction reporting built into DMHRSi.

Monitor timecard submissions from all 70 MTFs, and reassign any timecards without a valid timecard approver to the appropriate MTF manager. The quantity of timecards requiring reassignment may vary, ranging from 30-100 timecards per day.

Attend Testing and Evaluation (T&E) meetings and test functional changes.

Present E&T related issues at Configuration and Control Board (CCB) and other meetings.

Review E&T documents used for training Point of Instruction (POI), Concept of Operations (CONOPS), etc. to ensure synchronization with functionality of the E&T module.

Monitor the weekly interface file from the Medical Readiness Decision Support System (MRDSS) to ensure the file is successfully transferred to DMHRSI.

Analyze the weekly error log and correct all discrepancies by creating a course in DMHRSI or by submitting CRs for future usage.

Education/Qualification:

Bachelor’s Degree in a technical, engineering, and scientific or management discipline related to DMHRSI. An Associate’s Degree combined with an additional five (5) years of DMHRSI experience may be substituted for the Bachelor’s Degree.

Five (5) years DMHRSi experience required

Three (3) years course planning, development, and presentation skills are required.

Five (5) or more years recent working experience with Medical Readiness Decision Support System-Unit Level Tracking and Reporting Application (MRDSS-ULTRA) and have the ability to correct all interface errors
