Job Description:

Serve as a member of the leadership team for the CISE directorate and one of the Foundation’s spokepersons for research and education in the area of computer and network systems.

The CISE Division of Computer and Network Systems (CNS) supports research and education activities that invent new computing and networking technologies and that explore new ways to make use of existing technologies. CNS seeks to develop a better understanding of the fundamental properties of computer and network systems and to create better abstractions and tools for designing, building, analyzing, and measuring future systems. CNS also supports the computing infrastructure that is required for experimental computer science and coordinates cross-divisional activities that foster the integration of research, education, and workforce development. The Deputy Division Director participates with the Division Director in providing leadership and direction to CNS; assists the Division Director in carrying out division-wide-responsibilities such as strategic planning, policy steering, recruitment of staff, budget formulation and implementation, and oversight of the evaluation of proposals and recommendations for awards and declinations. The Deputy Division Director further represents NSF to relevant external groups and fosters partnerships with other divisions, directorates, federal agencies, scientific organizations, and the academic community. The Deputy Division Director assumes the Division Director role in the absence of the Division Director.

Requirements

Conditions of Employment One Year probationary period for all new Career SES appointments.

Requires and "Executive Branch Personnel Public Financial Disclosure Report" (OGE-278).

Must be able to obtain and maintain a Public Trust Security Clearance.

It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. Failure to comply with this NSF policy could result in disciplinary action up to and including removal from Federal Service or termination of an IPA assignment and referral to the Office of Inspector General.Foreign Talent Definitions

Qualifications EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/Ms. If you fail to do so, you will be rated ineligible

PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the P/T qualifications. You must address each P/T qualification separately. If you fail to do so, you will be rated ineligible

Essential

1. Education, strongly preferred at the Ph.D. level, or equivalent professional experience or combination of education and equivalent experience in computer and information science and engineering, or other closely related fields. Professional experience may include research, teaching, professional practice, and/or management experience in the context of these fields.

2. Demonstrated knowledge of and experience with federal, academic, and industrial research and education initiatives focused on state-of-the-art computer and information science and engineering.

3. Strong evidence of scholarship in areas related to computer and information science and engineering, or other closely related fields, as evidenced by publications, innovative leadership in research administration, and/or professional leadership and awards in these areas.

4. Demonstrated broad understanding of universities and other institutions where research and education in computer and information sciences and engineering is conducted. Demonstrated knowledge of grant and contract administration, fiscal management, and budget preparation, with experience supporting computer and information science and engineering, or other closely related, research and education.

When responding to each of the P/T and E/M qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses that are clear, concise, emphasize your level of responsibilities, scope, complexities of the programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive/Managerial Qualifications (ECQs/Ems); but a narrative statement for each of the Professional/Technical Qualifications (PTQs) is required.
