Rules Architect designs and governs eligibility determination
logic, translating VA policy into system rules using Java/Spring,
rule engines, and data inputs to ensure accurate and compliant
eligibility outcomes. Collaborates with cross-functional teams to
define, implement, and validate rules that drive eligibility
decisions across modernized platforms. Requirements: U.S
Citizenship required. Must be able to obtain and maintain a Public
Trust clearance This position is remote but may require occasional
onsite meetings in McLean, VA. You can be based out of following
states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.
Qualifications and Experience: Bachelor's Degree in Computer
Science, Information Technology, Data Science, or a related field.
10 years of experience designing and implementing rules logic for
eligibility or policy-driven systems. Hands-on experience with Java
17, Spring Boot, REST APIs, Kafka-based event interactions, Redis
caching, and Oracle DB. Familiarity with containerized deployment
using Kubernetes and Docker, including GitHub-based CI/CD
integration. Strong understanding of data inputs, validation paths,
and policy-to-logic translation for eligibility outcomes.
Experience with rule engines (IBM ODM, Drools, or similar) or
rule-service patterns within Spring. Strong analytical and
problem-solving skills with attention to accuracy and traceability.
Strong communication and collaboration skills across technical and
policy-facing stakeholders. Preferred Qualifications: Experience in
a VA or federal contracting environment. Background with veterans'
services eligibility or similar regulatory/policy systems
Responsibilities Rules Design and Implementation: Design, develop,
and maintain eligibility determination rules using Java 17, Spring
Boot, and rule engine logic aligned to VA policy. Implement rules
as REST-accessible services integrated with Kafka event flows,
Redis caching, and Oracle DB data inputs. Ensure rules are
structured for maintainability, traceability, and policy alignment.
Collaboration: Work with developers, analysts, and policy
stakeholders to translate eligibility criteria into system logic
and service-level rules. Coordinate with data teams to ensure
Oracle DB structures, stored values, and inputs support rule
execution paths. Collaborate with DevSecOps teams to deploy rule
services via Kubernetes, Docker, and GitHub-based delivery.
Performance Monitoring and Optimization: Monitor rule execution
performance, data lookups, and service latency across Kafka and
Redis-backed interactions. Optimize rule flows for accuracy and
throughput while maintaining policy correctness. Documentation and
Reporting: Maintain documentation for rule logic, decision flows,
data dependencies, and REST API integration points. Produce
traceability artifacts mapping rules to specific VA policy
requirements. Compliance and Security: Ensure rule implementations
meet VA compliance expectations, including integrity of eligibility
outcomes and data handling. Support secure operation of rule
services within Kubernetes environments and GitHub-based pipelines.
Continuous Improvement: Assess rule performance, accuracy trends,
and policy updates to guide incremental refinement. Recommend
modernization of legacy logic to Java/Spring rule services where
applicable User Support and Issue Resolution: Support
troubleshooting of eligibility outcomes and rule execution paths.
Coordinate issue resolution across rule services, data inputs, and
