Job Description - Technical Program Manager (CYB0000AO)Job Description--Technical Program Manager-----(CYB0000AO)Description--Jacobs is looking for a Technical Program Manager to provide Onsite support in Alexandria, VA.Job Description:-----Daily responsibilities include client interaction, customer support and-- -- -- -- resolving common issues such as ensuring customer concerns related to-- -- -- -- Cybersecurity matters are resolved-----Responsibilities include overseeing project team and overall contract,-- -- -- -- providing written proposals for additional client requirements, ensures all-- -- -- -- project tasks are completed according to the specified time frame and-- -- -- -- budget.---The Program Manager role is critical for direct process coordination and-- -- -- -- daily workload management, as well as deliverable accomplishment across-- -- -- -- the entire contract team including delivery of work products to the Task-- -- -- -- Order Manager.-----Perform all aspects of project performance (i.e., technical, contractual,-- -- -- -- administrative, financial) for a Cyber Security contract programoExecute and monitor program activitiesoManage changes to scope, cost and schedule across task areasoCoordinate priorities and resources between multiple task areas within a-- -- -- -- contract programoPrepare and update status reportsoFacilitate sessions to effectively resolve program related issues if anyoAssist in the allocation of appropriate resources to ensure program tasks-- -- -- -- are completed within given time and budgetoDrive innovation and staff growth while controlling cost and task area-- -- -- -- timelines.--oUtilize corporate or project tools to track task schedules and costs---Provide contract management support including review of task order mods-- -- -- -- and invoices and ensure tasks and deliverables are being performed in-- -- -- -- accordance with the contract task order---Manage multiple program tasks or teams efficiently-------Monitor internal program initiatives and subcontractor performance-- -- -- -- including quality and costs-----Report status, develop project-related documentation and implement-- -- -- -- lessons learned---Participate in project performance review meetings and discussions---Update staff and keep all interested parties in the project informed of-- -- -- -- progress and any issues which may arise--Qualifications--Qualifications:-------At least 10 years' experience in leading and managing a security program-- -- -- -- in a large Government or commercial entity is preferred.---Security experience in team leadership and coordination of IT Security-- -- -- -- compliance and product delivery.---Possess excellent communication skills (both written and oral), and the-- -- -- -- ability to influence key stakeholders.---Possesses in-depth knowledge in enterprise security strategies and plans,-- -- -- -- and Federal standards and guidelines to manage USPTO-wide information-- -- -- -- and information asset related risks, threats, and vulnerabilities.---Experience of system(s) functions, security policies, technical security-- -- -- -- safeguards, and operational security measures is required. Thorough-- -- -- -- understanding of Windows and Linux based Operating Systems,-- -- -- -- networking (TCP/IP, Ports, Active Directory, DNS, and DHCP), Switch /-- -- -- -- Router configuration, and Security.---Thorough understanding of National Institute of Standards and Technology-- -- -- -- --(NIST) 800 series standards and guidelines found at-- -- -- -- --, related Federal Laws, policies,-- -- -- -- --memoranda and current best practices for Information Assurance and-- -- -- -- --System Security.---Certification Requirements - Certified Information Systems Security-- -- -- -- Professional (CISSP) and Program Management Professional (PMP)---Secret clearance*** Additional Information:--Must be able to travel to Reston, VA, for program team meetings as needed.This is a Key Personnel position so client approval of candidate requiredPreferred Qualifications:---Must emphasize good time management without sacrificing quality, and be-- -- -- -- able to negotiate well and handle any issues with diplomacy and tact---Must be able to juggle competing priorities, multi-task, and continue to-- -- -- -- meet all deadlines---Experience driving innovation and process improvements on a-- -- -- -- cybersecurity programEssential Functions:Physical Requirements:Most work will be done at a desk or computer.Work Environment:General Office environment. The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.Equipment & Machines:General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.Attendance:Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday.-- However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.Other Essential Functions:Must be able to communicate effectively both verbally and in writingGrooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation.Must be able to interface with individuals at all levels of the organization both verbally and in writing.
