Job Description:
Summary The DCPAS Mission is to be the enterprise leader in the
development and delivery of civilian personnel policies and HR
solutions that strengthen mission readiness. HR Operational
Programs and Advisory Services (HROPS) Directorate is responsible
for policies and programs affecting all civilian employees
throughout the Department of Defense which includes policy
development and management of programs and innovative and fiscally
responsible HR solutions. Responsibilities As a HR Specialist
(Employee Benefits) at the GS-0201-13 some of your typical work
assignments may include: Serves as a DOD subject-matter expert in
assigned life and health insurance, retirement, telework, and work
life program areas providing expert determinations to components
and others in life and health insurance, retirement, telework, and
work life programs Provides authoritative advice and guidance on
life and health insurance, retirement, telework, and work life
program administration to executives, managers, subject-matter
experts and others on controversial issues. Applies a wide range of
qualitative and quantitative methods to the design and conduct of
comprehensive HR studies and projects that are characterized by
their extreme breadth and importance to DOD, and for which similar
studies in the past have proven inadequate. Requirements Conditions
of Employment Qualifications You may qualify at the GS-13, if you
fulfill the following qualifications: A. One year of specialized
experience equivalent to the GS-12 grade level in the Federal
service: Assisting with developing, reviewing, and revising
instructional materials for federal benefits programs. Advising and
training on programs related to federal benefits (such as federal
retirement and insurance). Provide input on federal benefit policy
and programs. Prepare and provide verbal and written presentations
on federal benefit policies and programs. Education Substitution of
education may not be used in lieu of specialized experience for
this grade level. Additional Information Veterans Employment

Merit Promotion procedures, the veteran must be a preference
eligible or a veteran separated after 3 years or more of continuous
active service performed under honorable conditions. Interagency
