Job Description:
HII-Mission Technologies Division is seeking a Senior Project Manager to lead our BioWatch Contractor Support Team and work as a liaison to the U.S. Department of Homeland Security's (DHS') Countering Weapons of Mass Destruction (CWMD) Office in its mission to provide expertise and prepare for, respond to, and recover from domestic and international biological threats and incidents. This position offers the unique opportunity to enhance emergency preparedness and biosecurity in some of our nation's largest cities.

Hybrid [The person will work regular business hours remotely and periodically at HII's office in Kingstowne, Alexandria, VA].
Essential Job Responsibilities



  • Responsible for all aspects of contract execution, including cost, schedule, performance, risks, quality, and resources.


  • Responsible for effective management of a geographically dispersed workforce that supports BioWatch operations across the US in approximately 30 jurisdictions 24 hours/day, 365 days a year.


  • Provides daily guidance and direction to biological and laboratory scientists and oversees sample collection, identification, tracking, and completion of BioWatch program requirements.


  • Supports annual technical and inventory visits to each BioWatch location


  • Responsible for contract transition, recruiting, retention, and overall performance of the team


  • Serves as the primary point of contact to the DHS Contracting Officer's Representative/Contracting Officer; Makes programmatic decisions on behalf of HII in accordance with company policies


  • Collaborates with HII and DHS leadership, as well as technical experts, laboratory directors, and external stakeholders to review contract requirements, program schedules and milestones, contract deliverables, and strategic plans


  • Ensures immediate and effective resolution of program risks and issues


    Qualifications (Required)


    • At least 8 years of relevant progressive experience in program/project management with:


    • At least six (6) years of laboratory bench experience utilizing polymerase chain reaction (PCR) and other biological laboratory techniques


    • At least three (3) years of experience as a Senior Scientist, Project Team Lead, or Laboratory Supervisor is required


    • Bachelor's degree from an accredited university in microbiology, molecular biology or related course work in biological sciences


    • All candidates are subject to a pre-employment background investigation and drug screening per HII requirements


    • Proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, and Outlook, and a working proficiency with remote/virtual tools/platforms such as Zoom and Microsoft Teams


    • Strong organizational and communication skills (e.g., verbal and written communication, leading, planning, delegating, and attention to detail)


      Security Clearance Type Required:
      All personnel working on the contract shall pass a background check, obtain a DHS suitability clearance, and sign a non-disclosure agreement (NDA)
      Qualifications (Desired)


      • Experience with or knowledge of DHS CWMD programs


      • Knowledge and background with laboratory equipment and consumable supplies, and computer systems, methods and applications, including database management


      • Experience operating in interagency and/or intergovernmental organizations


      • Experience working on infectious disease or biodefense programs


      • Knowledge of or experience with the National Incident Management System (NIMS) and the Incident Command System (ICS)
