The Director of Housing Compliance will complete Provide leadership and support portfolio-wide in the area of Low-Income Housing Tax Credit(LIHTC), Rural Development and HUD compliance. Salary: $90,000-$135,000 Travel is Required for Property Compliance Reviews Essentials:

  • Provide technical assistance to Management Agents and other VOANS Staff related to complex LIHTC, RD, HUD and mixed-finance issues including but not limited to: Certification completion, re-certification, set aside compliance, regulation, best practices, and software setup for the purposes of risk mitigation, tracking, and transparency.
  • Serve as an organizational expert to include training on and policy creation regarding LIHTC, RD, HUD, and mixed finance issues, keeping updated on regulatory changes, annual income limit releases, resident selection criteria compliance updates, and other issues that impact regulatory compliance.
  • Proactively work to identify and assess areas of organizational risk related to housing compliance and provide solutions to address those risk areas.
  • Provide oversight and technical assistance to management agents throughout the first credit year to ensure on-time delivery of credits and equity installments.
  • Address file and property level compliance issues with investors, lenders, syndicators, and finance agency staff to maintain compliance and troubleshoot complex file compliance issues.
  • Prepare using company-designated software, LIHTC Community QOS, and MQ Reports on behalf of the owner for distribution to syndicators/investors, state housing finance agencies, auditors, and VOANS record retention database.
  • Oversee the process for Annual Owners Certification by providing guidance to compliance staff and proactively reviewing for accuracy prior to owner signature and submission.
  • Work with Human Resources to address Compliance department staffing needs and employee relations to include the training, growth, oversight, and direct mentorship of junior and experienced compliance team members.
  • Ability to assess VOANS portfolio requirements at a macro level, but resolve specific issues at a micro level, determine root cause, formulate a long-term solution, communicate a plan for success and follow through to resolution ensuring closeout of the issue is required.
  • Provide supervision and training around LIHTC and mixed-finance compliance within the organization.
  • Develop and maintain compliance training requirements for staff including specific certificates/training/certifications to meet those requirements. Create compliance-related training, expectations for performance, and policy.
  • Ensure a high level of customer service, technical knowledge and performance from the compliance team members.
  • Provide compliance reviews for new developments and redevelopments that involve LIHTCs or mixed-finance, ensuring all issues have been considered in determining the feasibility and final documentation reflects.
  • Review state QAP's and provide analysis of financing documents regarding compliance requirements for all tax credit and multi-financed properties. Preparation of Property Profile for distribution to all team members.
  • Provide direction to and collaborate with Asset Management and Management Agents on the development of Resident Selection Criteria, Lease and Addendums as well as initial operational documents.
  • Develop working relationships with state and municipal housing finance agencies. Attend pre-development meetings with agencies and VOANS development team on new communities to ensure clear compliance expectations and requirements. Required Qualifications:
    • Bachelor's degree in business/accounting or commensurate experience
    • Minimum of ten (10) years of affordable housing experience with 5+ years of tax credit experience.
    • HCCP
    • Housing Tax credit (LIHTC/NMTC/HTC), tax-exempt bond, HUD and RD experience
    • Ability to work as an effective member of a team in a collaborative manner with internal and external vendors.
    • Ability to communicate clearly both verbally and in writing, including the ability to provide technical assistance on complex compliance issues in a simple, straightforward manner.
    • Must be detail-oriented, display high work ethic and organizational skills, and process control.
    • Microsoft Office including Outlook, Word, and Excel as well as other housing database applications.
    • Comfort with property management software such as Onesite/RealPage, Yardi, and AppFolio.
    • Ability to work flexible hours.
    • The ability to travel. Preferred Qualifications:
      • Other Certificates/Certifications (C3P/SCHM/COS/BOS etc.)
      • Veterans Program experience a plus.
