POSITION OVERVIEW Xator is seeking a qualified and accountable Lead Project Engineer to serve as the teams Testing and Evaluation Project Manager (T&E PM). The T&E PM is responsible for all aspects of planning through execution to include collecting data; data analysis/processing; and writing coherent reports as one of the principal engineering and technical advisors. You will schedule, plan, forecast, resource, and manage all test activities and lead a seven member team through qualitative and quantitative assessments.DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)

  • Lead test planning and data collection activities
  • Define system architectures and integration schedules among subsystem developers
  • Develop strategies to test and verify systems and make recommendations to improve testing and operational demonstration
  • Document and analyze test data
  • Develop strategies and materials for transition of systems to operators
  • Present information and briefings to senior managers orally and in writing
  • Accountable for test execution to include but not limited to target placement, target configuration, and target operator instructions and guidance
  • Coordinates general test support to include test set-up and tear-down
  • Draft and review test reports
  • Prepare, schedule, coordinate and monitor assigned testing projects
  • Monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications
  • Interact daily with the clients to interpret their needs and requirements and represent them in the field
  • Perform overall quality control of the work (budget, schedule, plans, personnel's performance) and report regularly on project status
  • Assign responsibilities and mentor project team
  • Develop strategies to test and verify systems and make recommendations to improve testing and operational demonstration
  • Conducts periodic and refresher training in accordance with program guidance from U.S. Government and third party contractors regarding the proper use and use, care, maintenance, and preventive maintenance of assigned systemsJOB REQUIREMENTS AND QUALIFICATIONSEducation
    • Minimum of Bachelor's Degree in Computer Science, Mathematics/Statistics, or Engineering is required or 8yrs of applicable experience Experience in the following areas
      • Demonstrated performance in the following areas:
        • Test Design
        • Test Management
        • Data collection, analysis, and visualization
        • Test Report generation
        • Statistical modeling
        • Database management
        • Candidate should have 10+ years of technical project management experience related to RF Systems, Information Technology, and testing and evaluation
        • Must have knowledge and experience developing project management plans, communications plans, project budget and schedules, identifying and managing risk
        • Must demonstrate experience in the successful planning, development and the implementation of projects in terms of cost, schedule and scope
        • Candidate must have 10+ years' experience in personnel management including the ability to manage diverse, multi-functional teams
        • Candidate must be able to manage multiple tasks with competing priorities in dynamic, politically sensitive environments ensuring customer expectations are managedTraining Requirements
          • SAS Certification or equivalent experience
          • PMP or other professional certification is highly recommendedSpecialized Knowledge/Skills Requirements
            • Experience with requirements generation and specifications development
            • Knowledge of functional testing procedures and protocols
            • Ability to work collaboratively to solve problems within a cross-functional development team
            • Knowledge of Agile development and systems engineering processes
            • Experience effectively and professionally communicating technical and program related information to multiple stakeholders and adherence to established communications plans.
            • Candidate must be able to manage multiple tasks with competing priorities in dynamic, politically sensitive environments ensuring customer expectations are managed.PHYSICAL REQUIRMENTS/WORKING CONDITIONS
              • Full-time 40 hours a week
              • Travel: -10% to support test development.
              • Physical requirements can include walking, climbing, crawling through small spaces, and standing or sitting for long periods of time
              • Position requires US citizenship
              • Must be able to obtain and travel on a US Passport
              • Must be able to obtain and maintain a TOP SECRET security clearance.
              • Primary test execution location is in Summit Point, WV, however, day-to-day on-site requirements are flexible with telework and alternate work locations w/in the Northern Virginia area available.On September 24, 2021, the U.S. Government's Safer Federal Workforce Task Force issued "2021 Guidance for Federal Contractors and Subcontractors" mandating that Covered federal contractors, including Xator Corporation, and their employees shall be fully vaccinated for COVID-19.
