Michael Baker International is seeking an experienced and motivated
Project Manager with experience in the National Flood Insurance
Program to join our team. You must be an experienced project
manager and exceptional communicator who can oversee the management
of a portfolio of flood insurance-focused projects executed by
multi-disciplinary teams across various geographic locations. This
position will be an integral member of the Emergency Management and
Response Office in Alexandria, Virginia. As part of this group, you
will support contracts with the Federal Emergency Management Agency
(FEMA). In this role, you and the team will help FEMA to
communicate the benefits and importance of flood insurance as a key
tool to building a more resilient nation. You will help to execute
community engagement strategies and build risk communication
products which informs FEMA's stakeholders on flood insurance and
promotes the purchase of insurance. Alongside FEMA, you will
support the education of communities and individuals through
webinars, workshops, and other community events. You will identify
and empower partners to help amplify FEMA's message. This is an
exciting opportunity to work with a national network of risk
communications, community outreach, partnership building, hazard
mitigation, and environmental experts to tackle the United States'
most common disaster, flooding, and build a safer, more prepared
nation. Responsibilities include: Direct and coordinate activities
of multi-disciplinary staff to ensure project delivery per
schedule, on budget, and within scope parameters Works with team
members and clients to prepare scopes, schedules, budgets,
assumptions, and constraints for projects Provide flood insurance
subject matter expert counsel to team members in developing
engagement strategies, communication products, and trainings. Upon
approval of individual projects, provide oversight for the
development of project plans for efficient and successful delivery
across the full project lifecycle Oversees adherence to project
plans and established business processes, including quality and
project management and standards Participate in client meetings and
follow through on assigned action items directly with clients and
communities Provides guidance to team members related successful
delivery across the full project lifecycle, including developing
forecasts and estimates Leverages earn value management principles
to develop insights for decision making Proactively strategizes and
anticipates risks and issues Accountable for completeness and
accuracy of project status reports and invoices Coordinate with
other managers to balance workload and staffing needs Personnel
management including team building, staff mentorship and
professional development Confers with team members to provide
advice, counsel, and resolve problems Cultivate and manage client
relationships and guide application of services to best serve the

business development and proposal efforts to win new work
Accountable for compliance with contract requirements, including
quality and security requirements Foresee opportunities and
formulate plans to manage and drive/extend the business Put clients
first, interface regularly with all client levels and constantly
hunt for solutions and big ideas that are innovative and relevant
Other essential skills include creative problem-solving,
organizational skills, financial project management skills,
including earn value management, strong production management
capabilities, and a proven understanding of project management
methodologies. The ideal candidate will have an aptitude for
leadership, a strong sense of ownership, and natural communication
skills. PROFESSIONAL REQUIREMENTS Minimum of 7-10 years of
experience in the coordination and management of non-IT projects
Minimum of 5 year of experience with the National Flood Insurance
Program, including familiarity with FEMA's new Risk Rating 2.0
methodology. Four-year Bachelor's Degree in Engineering, Planning,
Business, Communications, or related discipline Ability to obtain a
Public Trust Clearance, U.S. Citizenship preferred due to contract
requirements Excellent oral and written communication skills,
proactive communicator and problem-solver Strong attention to
detail and demonstrated ownership and accountability for work
Capability to work in a dynamic environment, including a
demonstrated willingness to be flexible and adaptable to changing
priorities Ability to work collaboratively with a wide array of
individuals from various backgrounds, including insurance
professionals, communicators and public engagement professionals,
planners; engineers; federal, tribal, and state government
officials; and the public Strong multi-tasking and organizational
skills Ability to manage scope, schedule, and budget requirements,
working with multi-disciplinary teams under limited supervision
Strong track record of overseeing successful project delivery with
a drive for quality product and financial excellence Demonstrated
supervisor and mentoring skills Must be able to build rapport and
establish positive relationships with existing and prospective
Michael Baker International clients to ensure client-focused
performance Intermediate to advanced Microsoft Office skills,
including Microsoft Word, Excel and SharePoint Solid work ethic and
have the drive to be a leader in the company and in the
professional community PREFERRED Project Management Professional
(PMP) Certification Associates in National Flood Insurance (ANFI)
Certification Certified Floodplain Manager (CFM) Ability to travel
periodically, as needed (less than 20% and once travel restrictions
are lifted) Traditional and agile project management proficiency
Industry involvement (e.g. Association of State Floodplain Managers
(ASFPM), American Property Casualty Insurance Association, Project
Management Institute (PMI), etc.) COMPENSATION The salary range for
this position is $82,804 - $172,523. This will be dependent on the
