AmericaJOB SUMMARYThis person will be responsible for all Fiber,
Network and Security related projects at the site where they will
be assigned. This will include but not be limited to expansions,
modifications, retrofits, and "new" technology driven projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES1. Scope
Development/Engineering and Designa. Meet with the owner and
stakeholders to develop project scope of work and specificationsb.
Manage the engineering/design firm to develop the necessary design
and construction documentationc. Develop the project budgetd.
Develop the preliminary project schedule2. Pre-Constructiona. Work
with the general contractor (sometimes referred to as "GC") to
create and establish the Master Project Schedule, based on the
Critical Path and key milestones. (P6 cost/resource loaded
schedule)b. Create and establish the Master Project Budget,
including soft costs and hard costs, bonds, insurance,
contingencies, allowances, etc.c. Support Contractor
pre-qualification, bid solicitation, bid analysis and
recommendationsd. Support Contract negotiation, typically in
concert with the Client's PM and legal counsel, including
establishment of all GC "business terms" including mark-ups, fees,
insurance, labor rates, escalation, etc.e. Coordinate Design Team
activities supporting Client PMf. Monitor to determine if AE is
completing the complete list of City and/or other Authority
approvals process, permitting, etc.g. Coordinate Constructability
review of the project documentsh. Provide / Gather cost estimates
working with subs and other vendors for scope gaps/changesi.
Coordinate Value Engineering effortj. Monitor Cash flow projections
on a monthly basisk. Assist client in identifying, scoping,
buying-out and scheduling of all Owner direct vendors and
consultants3. Constructiona. Perform field walks on a regular basis
to monitor progress and address issues in the fieldb. Manage
General Contractor and other directly contracted vendors on the
groundc. Manage Cost / Change Control, including change order
review, negotiation, and recommendations, delay analysisd.
Coordinate Value Engineeringe. Budget Management and Trackingf.
Schedule monitoring, tracking and analysisg. Document control
(track and coordinate addenda, bulletins, new drawing sets,
clarifications, etc.)h. Ensure QA/QC is being followed and report
any issues/gapsi. Invoice / Payment Application processing,
tracking, and reporting for the General Contractor, Vendors and
Owner Furnished Equipmentj. Tracking of all key project documents,
including submittals, RFI's, change orders, invoices and payments,
lien releases, etc.k. Coordination and management of all
Owner-direct vendors, and consultantsl. Lead OAC meetings and other
project related meetings4. Closeouta. Initiate close out process
prior to project completion, typically two to three months in
advanceb. Establish close out documentation requirements. Collect
and track receipt of all close out documents until completion,
including warranties, as-builts, O&M manuals, etc.c. Assist
with City and/or other Authority final inspections and occupancy
process.d. Manage punch list, substantial completion, and final
completion process(v) Negotiate, resolve, and close out any
outstanding change orders, quality issues or disputese. Process and
track any final invoices, payment applications, retention payments,
etc.f. Prepare and submit final project accounting and budgetg.
Assist the client in scheduling, coordination and management of all
Owner-direct vendors and consultants.SUPERVISORY
RESPONSIBILITIES
No formal supervisory responsibilities in this position. Provides
informal assistance such as technical guidance, and/or training to
coworkers. May lead project teams and/or plan and supervise
assignments of lower-level employees.
Manages 3rd party project delivery resources/team. Responsible for
identifying training needs, tracking performance, coaching, and
motivating team members.
QUALIFICATIONS

EDUCATION and EXPERIENCEBachelor Degree (BS or BA)3 - 5 years of
experience in a construction project management environment.
CERTIFICATES and/or LICENSES
PMP (US and/or Canada) and LEED AP preferred.
COMMUNICATION SKILLS
Excellent written and verbal communication skills. Strong
organizational and analytical skills. Ability to provide efficient,
timely, reliable, and courteous service to customers. Ability to
effectively present information.
FINANCIAL KNOWLEDGE
Requires advanced knowledge of financial terms and principles.
Ability to calculate intermediate figures such as percentages,
discounts, and commissions. Conducts advanced financial
analysis.
REASONING ABILITY
Ability to comprehend, analyze, and interpret complex documents.
Ability to solve problems involving several options in situations.
Requires advanced analytical and quantitative skills.
OTHER SKILLS and ABILITIES
Intermediate skills with Microsoft Office Suite. Ability to read
and understand architectural drawings. Knowledge in MS Project,
leases, contracts, and construction practices.

Decisions made with thorough understanding of procedures, company
policies, and business practices to achieve general results and
deadlines. Responsible for setting work unit and/or project
deadlines. Errors in judgment may cause short-term impact to
