WATER PRACTICE
Michael Baker International's Water Group provides innovative consulting, planning and engineering solutions for the entire spectrum of the water cycle. We have proven experience in providing a full range of professional services from scientific and technical analysis, concept through design, and construction support services. Protection and management of water resources starts at the watershed level and follows the movement of water through urban and agricultural areas, streams, lakes and reservoirs, water distribution systems, wastewater collection systems, and water/wastewater treatment plants.

DESCRIPTION
Michael Baker International (MBI) is seeking an experienced and motivated Project Manager (PM I) to join our team. The successful candidate will manage multiple projects executed by multi-disciplinary teams across various geographic locations. The person in this position will be an integral member of the Emergency Management and Response Office in Alexandria, Virginia. The project manager will support the Federal Emergency Management Agency's Hazard Mitigation and Technical Assistance Program (HMTAP) contract and may be asked to support other contracts as needs arise.

The Project Manager, in coordination with the Program Manager, will provide oversight of the contract management processes, including the development of task orders, cost estimates, contract negotiations, and document management. The Project Manager will lead the management of MBI's task orders performance, including scope, schedule, and budget. - The role requires close collaboration with various groups, subject matter experts, business operations, and finance staff.

RESPONSIBILITIES

PROJECT MANAGEMENT:
Manage scopes, schedules, budgets, and constraints for task orders;
Conduct contract strategy meetings;
Facilitate pricing discussions, project execution, and contract requirements, and obtain senior management input on approach, timelines, and deliverables;
Develop cost estimates, forecast level of efforts, and define project needs throughout the project lifecycle;
Develop or provide input to project plans for efficient and successful project delivery through the task order lifecycle;
Apply earned value management principles to manage projects;
Proactively communicate project status, risks, and issues;
Review project status reports and invoices for completeness and accuracy;
Maintain deadlines on deliverables and communicate about contractual issues on an ongoing basis with business partners and internal clients.

COORDINATION :
Direct and coordinate the activities of multi-disciplinary staff to meet project delivery per schedule, on budget, and within scope parameters;
Coordinate with other managers to balance workload and staffing needs;
Cultivate and manage client relationships and guide the application of services to best serve the interests of the client and MBI;
Maintain excellent working relationships with Joint Venture team members and sub-contractors.
COMPLIANCE:
Ensure compliance with contract requirements, including security requirements;
Ensure contract documents (Work Authorizations, sub-contracts, etc) are processed, accurate, and maintained;
OTHER:
Develop strategies that minimize task order risk and benefit the organization's financial performance;
Identify opportunities to improve business processes and develop plans to implement these changes;
Support business development and proposal efforts to win new work.

PROFESSIONAL REQUIREMENTS
Bachelor's Degree in Engineering, Planning, Business, Communication, or related discipline;
7+ years related and broad experience working in the project management industries and in coordination and management of non-IT projects;
3+ years specific experience with the Hazard Mitigation and Technical Assistance Program (HMTAP)
Ability to obtain Project Management Professional (PMP) certification;
Ability to obtain a Public Trust Clearance;
Superior organizational skills and the ability to manage multiple projects with shifting deadlines;
Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers, planners, GIS professionals, federal, tribal, and state government officials; and the public;
Excellent oral and written communication skills, proactive communicator and problem-solver;
Strong multi-tasking and organizational skills;
Ability to manage scope, schedule, quality, and budget requirements, working with multi-disciplinary teams under limited supervision;
Strong track record of overseeing successful project delivery with a drive for quality product and financial excellence;
Proven ability to build rapport and establish positive relationships with existing and prospective MBI clients to ensure client-focused performance;
Intermediate to advanced Microsoft Office skills, including Microsoft Word, Excel, PowerPoint, and SharePoint;
Solid work ethic and the drive to be a leader in the company and the professional community.
PREFERRED
Certified Floodplain Manager (CFM);
Ability to travel periodically, as needed;
Industry involvement (e.g., National Emergency Management Association).
