Job Description:
Reports to: Chief Program Officer Supervises: Coordinator of
Residential Services, Case Management Team, and Shelter Services
Specialist Summary of Position: The Shelter Director is a full-time
exempt position directly supervised by the Chief Program Officer.
The incumbent provides direct management, leadership, program, and
facilities oversight for all residential components of the shelter
including the residential services and shift coverage, the case
management team (CMT), the Coordinated Entry Intake Process (intake
and discharge procedures), Rapid Re-housing Services, Day Program
Services, and Emergency Shelter Services. The incumbent manages the
case management process, including intake, case coordination,
referrals and linkages to services, housing planning, discharge and
community case management. The incumbent is responsible for hiring
and training the Coordinator of Residential Services, case
managers, and the Shelter Services Specialist. Essential
Responsibilities: Some of the essential responsibilities of the
Shelter Director include, but are not limited to: In collaboration
with other members of the team, determines and implements
appropriate policies and procedures to ensure smooth and effective
service delivery to individuals and compliance with regulations,
contracts, and agency policies; oProvides coaching and development
support to direct reports through regularly scheduled one on one
meetings and evaluations; o Monitors documentation in case files by
ensuring intake, progress, and discharge notes, and log entries are
complete and accurate; o Develops and oversee a day program
curriculum and operations that focus on employment, tenant rights,
life skills, financial literacy, communication, social skills, and
health education; o Reviews program handbooks and make changes as
necessary on an annual basis or as needed; o Is responsible for
monthly, quarterly, and annual reporting and tracking of
statistical data; o Ensures compliance with contracts by conducting
routine audits of program files, HMIS, and case management
functions. Helps prepare requisite documents and materials for
external audits, as required; o Conducts performance evaluations
for direct reports in accordance with agency policy; o Monitors
training needs of staff and oversees professional development
opportunities. Provides professional training and consultation; o
Acts as a New Hope Housing representative with partner
organizations in the County Continuum of Care to ensure quality
program development, implementation, collaboration, and
maintenance; o Ensures compliance with the policies and procedures
of New Hope Housing including the utilization of Mandt principles
and Out of Poverty curriculum; o Adheres to the required ethical
standards to include confidentiality, boundaries, resident rights.
o Approves use of PTO and Sick hours and timesheets for direct
reports. Monitors work hours of all program in the ADP electronic
timesheet system; o Serves as liaison to deployed staff, NHH staff,
and various community agencies to develop and implement services
most appropriate to resident's needs. Serves as point of contact
with County agencies and the public about shelter operations; o
Manages petty cash account. Ensures disbursements, mileage
reimbursements, and other accounting responsibilities are signed
off on in accordance with agency policy; o Facilitates
interdisciplinary team and staff meetings. Facilitates and attends
inter-agency meetings when appropriate; o Works flexible hours,
including evenings, weekends and overnights, as required. On-call
24 hours; o Performs other duties as assigned, including carrying a
caseload as determined by program needs Qualifications: o
Bachelor's degree in human services/ related field; master's degree
preferred o Experience working in programs serving homeless
persons, persons with mental illness or substance abuse addiction;
o A minimum of two (2) years+ of experience supervising, leading
and managing a team to identified outcomes; preferably in the field
of homelessness; o Effective verbal and written communication
skills and effective time management skills in a fastpaced
environment; o Commit to racial equity; o Proficient use of
computers to include Microsoft Office, Homeless Management
Information System (HMIS) and other database software(s) used to
track service delivery; o Ability to perform the various duties
necessary to lead a successful housing focused program for
individuals experiencing homelessness; o The ability to
successfully pass a background check and possess a valid driver's
license with a good driving record; o Strong public speaking and
communication skills; o Strong written communication skills; o
Ability to prioritize competing priorities and make sound
judgements; o Willingness to work evenings and weekends when
