Learning and Development Manager An Overview The City of Alexandria has retained the services of the Lucas Group to conduct a search for a Learning & Development (L&D) Manager to lead the overall learning and development function for the City government. The L&D manager will drive continuous learning and improvement through organizational needs assessment, design, implementation, and evaluation of learning and development programs to drive high performance, and enhance the knowledge, skills, and capabilities of City government employees. The Opportunity Lead development and delivery of the overall learning strategy and innovative learning solutions that support current and future organizational business needs while fostering a curious and thriving learning environment; Responsible for overall City government leadership development and supervisory training content development and delivery; Lead instructional systems design or curriculum development program initiatives in conjunction with City and department-specific strategic plans; Demonstrate data-driven leadership by conducting needs assessment and analyses for learning and development programs and organization effectiveness interventions in support of department leaders as well as provide recommendations to the Chief Human Resources Officer for citywide initiatives; Partner with key department and Human Resources team members to identify and prioritize learning needs while ensuring a link between employee career goals and business objectives; Lead or participate in project teams to implement the new citywide integrated talent management system for employee onboarding, learning, and performance management; Manage the learning management system and provide relevant reports for L&D, and develop and implement methods and metrics to evaluate effectiveness of programs; Build partnerships and work with learning coordinators across City government to support department training needs and deliver citywide training; Support succession planning while collaborating with department leaders to promote development activities to ensure effective talent pipelines; Enhance current and create new talent development programs such as employee orientation, onboarding, and mentoring; Maintain and grow a network of partnerships and professional contacts with academic institutions and associations that align with City and department goals; Manage the L&D budget and vendor relationships, serve as primary contact for training subject matter experts and instructors, and manage projects on time and within budget; Leverage industry best practices and technology, and stay informed about new trends to evolve and continuously improve learning and development programs; Manage one or more L&D professionals; Perform other duties and projects as assigned. The Ideal Candidate To qualify for this position, candidates must possess a bachelor's degree and at least five years of professional experience managing a training and development and/or organization development function with deep knowledge and demonstrated success in instructional design, program development and facilitation, career management, LMS administration; leading successful and complex projects; managing department/team budgets and vendor contracts; providing coaching and guidance to line and departmental managers; and at least two years of experience managing a team of direct reports; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. To be considered an ideal candidate, one must possess a master's degree in leadership development, instructional design, human resource management, organization development, or a related field from a regionally accredited college or university as well as the following: At least five (5) years of experience as a senior-level strategic business partner leading a talent development and/or an organization development function and programs; At least five (5) years of knowledge and experience in instructional design theory and implementation, curriculum / content development, and facilitation; At least five (5) years of experience developing and writing policies and procedures and complex related reports; experience managing department/team budgets and vendor contract; providing professional support and guidance to line and departmental managers; reporting metrics and return on investment; At least two (2) years of experience managing a team of direct reports; Knowledge of human resources functions in strategic workforce planning, organization development, compensation, performance management; career development, talent acquisition, onboarding; Strong familiarity with learning management system platforms and HR information systems; Demonstrate flexibility and remain calm under pressure around constantly evolving business needs/environment; Change management experience is a plus; Outstanding spoken and written communication skills; Certification in coaching, learning, performance, career services, or MBTI, DiSC, and other similar assessment tools is a plus.
