Job Description:
Description Job Summary: The Director of Finance will play a
critical role in the growth of The Arc Howard County. Reporting to
and partnering with the Executive Director and working closely with
the Deputy Executive Director, the Director will implement The Arc
of Howard County’s financial policy and direction while also being
an active participant in, and driver of, the organization’s overall
strategy. The Director will lead all financial administration,
accounting, and budgeting activities. As a member of the Executive
Team and senior management team, the Director will work closely
with a motivated and engaged finance committee of the board of
directors. Essential Responsibilites: Lead the organization’s daily
finance and accounting operations in support of The Arc Howard
County’s mission and strategic priorities. Manage general
accounting functions, including general ledger, accounts payable,
accounts receivable, payroll coordination, reconciliations,
month-end close, and financial reporting. Prepare and oversee the
annual operating budget in collaboration with leadership and
department heads; monitor performance against budget and provide
variance analysis and recommendations. Support long-range financial
planning, forecasting, and cost management aligned with
organizational goals. Partner with the Executive Director, Deputy
Executive Director, and department leaders to provide financial
analysis, identify risks and opportunities, and support informed
decision-making. Prepare accurate and timely monthly, quarterly,
and annual financial statements, dashboards, and other reports for
executive leadership, board committees, funders, and regulatory
bodies. Ensure financial recordkeeping and reporting are maintained
in accordance with Generally Accepted Accounting Principles (GAAP),
nonprofit accounting standards, and applicable federal, state, and
local requirements. Coordinate and support annual audits, tax
filings, and financial reviews; serve as the primary point of
contact for external auditors, tax preparers, and other financial
consultants. Oversee cash flow management, forecasting, banking
activity, and financial controls to ensure the fiscal health of the
organization. Monitor restricted funding, grant expenditures,
Medicaid and DDA-related revenue and compliance requirements, and
other program-specific financial obligations. Develop, implement,
maintain, and improve finance policies, procedures, systems, and
internal controls to safeguard organizational assets and support
operational efficiency. Supervise, mentor, and support finance
staff in carrying out daily responsibilities and in building their
professional knowledge and capabilities. Collaborate
cross-functionally with Human Resources and other departments on
matters related to payroll, benefits financial analysis,
allocations, and other administrative processes. Support leadership
and department managers in developing annual financial plans,
understanding budget performance, and improving financial
accountability across the organization. Assist with preparation of
financial materials, presentations, and reports for the Finance &
Audit Committee, Board of Directors, and other internal or external
stakeholders. Identify and recommend process improvements that
enhance reporting accuracy, internal controls, compliance, and
service to internal stakeholders. Other Functions Serve as staff
liaison to the Finance Committee, as assigned. Support the
Executive Director and leadership team with financial
presentations, analysis, and related materials. Conduct financial
and operational research, prepare reports, and assist with special
projects. Perform other duties as assigned by the Executive
Director. Qualifications Five to seven years of broad professional
financial experience (managing accounting, budgeting, control, and
reporting), ideally beginning in audit, followed by experience
gathering and evaluating financial information and making
actionable recommendations to senior leadership. Bachelor’s degree
in business administration or related field required; CPA/CMA and
MBA strongly preferred . Experience with DDA, Medicaid funding, and
housing-related funds strongly preferred. Skill in examining,
developing, reengineering, and recommending financial and
administrative policies and procedures. Strong analytical skills
and experience interpreting a strategic vision into an operational
model. A collaborative and flexible style, with a strong service
mentality. Needs to be a team player who is committed to lifelong
learning. A hands-on manager with integrity and a desire to work in
a dynamic, mission-driven environment. Ability to work
autonomously, in ambiguous situations with little direction,
running toward problems without being asked; solutions-oriented
Demonstrated and proven ability to build relationships affecting
organizational change, including in situations where there is an
indirect management relationship. Ability to remain flexible, calm
under pressure , and adaptive to change as priorities shift, being
a model and resource for staff. Excellent oral and written
communications; strong interpersonal skills with the ability to
manage positive communication in difficult situations and the
ability to provide candid/constructive feedback \ Proficiency in MS
Word, Excel, Outlook, and financial/accounting systems
