Job Description:
The Panum Group is looking for an energetic IT Policy and
Planning Specialist to join our team supporting critical IT
programs at the USDA Food and Nutrition Service (FNS).
Successful candidate will have demonstrated expertise supporting IT
investment operations and oversight, knowledge of government budget
cycle, IT governance process, FITARA assessment, System Development
Lifecycle (SDLC) methodologies, IT audits and IT policy and
planning. Must also have the ability to work as part of a team and
independently to provide program and executive level support, as
necessary, including data calls and other briefings.

This hybrid position is in Alexandria, VA (Metro accessible);
client requires on-site attendance Monday, Tuesday, and Wednesdays.
Seeking a candidate with a minimum of 5-8 years of experience
supporting government IT Investment and policy and planning
processes.
Roles and Responsibilities
- Support the members of the IT Investment Management Team which
specializes in assessing the performance and risk of current IT
investments, evaluates the compliance of new initiatives with the
department's IT objectives and project and portfolio management
best practices, and contributes to strengthening IT portfolio
governance process, Capital Planning and Investment Control (CPIC)
policies, processes, and training
- Support federal staff as they evaluate, review, and assess
information technology investments/projects as prescribed by the
agency
- Support the investment stakeholders as they develop and manage
project, activity, and performance baselines in conformance with
agency regulation and project management best practices
- Support federal staff with investment process improvements and
policies and procedures development and review
- Support federal staff as they: assess policy needs and develop
policies to govern IT activities; provide policy guidance to IT
management, staff, and customers; define current and future
business environments; conduct audits of IT programs and
policies
- Provide support for the operations and maintenance of FNS's IT
Investment management and Capital Planning process
- Provide support for the annual IT Acquisition Approval Request
(AAR) documentation process to include reviewing AARs
- Support updating the OMB IT Portfolio Summary and IT Investment
Business Case for all each investment
- Support organizational compliance to the FNS System Development
Life Cycle (SDLC) framework
- Support the development and execution of IT Governance planning
strategies and processes
- Provide support for Technology Business Management (TBM)
alignment and related portfolio management processes
Minimum Qualifications
- Must have a 4-year degree from accredited University/College in
related field: Information Technology, Computer Science, Business,
Finance, or equivalent acceptable area of study
- Experience supporting executive / Federal clients
- Ability to acquire/apply expert knowledge and understanding of
specific USDA/FNS CPIC guidance and requirements
- Demonstrated commitment to meeting timelines and requirements;
advanced research skills, curiosity to understand how systems or
processes work end-to-end
- Possesses strong technical writing skills with the ability to
produce high quality deliverables
- Strong attention to detail, highly organized and able to thrive
in a busy, deadline driven atmosphere
- Strong verbal skills and the ability to communicate key points
with concision and accuracy
- Demonstrated understanding of project management methodologies,
policies, and procedures
- Familiarity with IT policies and procedures, governance, and
Agile SDLC methodologies.
- Lead weekly project status meetings
- Ability to communicate technical information to a non-technical
audience
- Demonstrable proficiency with O365, Teams, SharePoint, Word,
PowerPoint, and Excel
- Desire to work directly with and build strong, mutually
beneficial relationships with Federal Clients daily.
