Job Description:
Overview:Systems Planning and Analysis, Inc. (SPA) is a
well-established and progressive defense contracting company in the
Northern Virginia area just a few miles south of the Pentagon. We
are a professional services firm established in 1972 that has a

support to some of the top decision makers in the Federal Sector.

professionals on our team.The Surety Programs Group (SPG) supports
the management of complex safety, security, and reliability
programs for high consequence operations. SPG s philosophy is to
help our clients understand and mitigate mission risks spanning
physical, cyber, and human domains. Our focus is on intelligent
development of policies, procedures, organizational structure,
solution concepts, and Concepts of Operation (CONOPS) supported by
integrative assessments (e.g., Modeling and Simulation (M&S),
threat analysis, risk analysis) and verified by
subject-matter-expert (SME) based inspections.SPA has an immediate
need for a Program Analyst. SPA HQ is in Alexandria, VA, but this
role can be remote/based elsewhere. Travel to inspection sites,
including Nevada, is required. Responsibilities:Successful
candidates will be able to conduct performance assurance and
independent assessments on a wide range of topics for critical
national security-focused clients. Responsibilities include
independently, or in coordination with partner companies and
clients, develop assessment plans, identify measures of
performance, and lead teams in their execution. The Analyst will
scrutinize processes and programs to identify concerns before they
become significant issues and identify areas for increased
efficiency. In addition, they will monitor the program to ensure
work scope, schedule, and budget are well defined and maintained
and tailor and present assessments methodologies and approaches to
internal SPA and external customers. This role requires the Analyst
to work independently and as part of a team/team lead.The Analyst
will provide support to an independent evaluation program for a
Nevada national security site. SPA HQ is in Alexandria, VA, but
this role can be remote/based elsewhere.Qualifications:Required
Qualifications:U.S. Citizen with ability to obtain and maintain a
DoD Top Secret clearance AND Bachelor's Degree with a minimum of 10
years professional experience.Formal audit experience or training
such as DOE NQA-1 Lead Auditor Training, or equivalent. This
includes experience leading/auditing DOE and the DOE/NNSA
facilities including reviews of corrective action
deficiencies.Knowledgeable of mission areas and domains pertinent
to national and homeland security stakeholders (e.g., DOE, DoD,
DHS) with analytical and technical and expertise; comfortable
interfacing with clients, team partners, and other stakeholders in
the national security mission space.Expertise in designing and
conducting program or organizational assessments and familiarity
with evaluation techniques, models, methods, data collection
(including questionnaire, interview and survey design) and
analysis, and process improvement techniques to include performance
measure development and benchmarking.Ability to travel up to
25%.Desired Qualifications:Experience with DOE laboratory complex
and relevant information technology systems, codes and regulations
and/or familiarity with quality/process improvement methodologies
such as ISO 9001, CMMI, Lean Six Sigma, etc.Familiarity with DoD or
DOE Nuclear Weapons Surety Programs.Related experience in any of
the following disciplines: table-top wargaming, exercises,
emergency response, training, inspections, or trend analysis.
